mm rf Horses to most people are just horses. To members of the Valley's largest horse club they are objects of wonder J' -r 'i to be worked for and slaved over as one would for a child. U.S. Atomic Energy Commission, urged that a $1,000,000,000 agency be created to spy on Russia. Lapp, who served in the Manhattan project, said Russia' de Horses to these people are not The proceeds from the barbecue go to the Mission Restoration (' Fund.

As a group they are inter ested in maintaining and rebuilding early California landmarks. Four or five times a year they hold a day of fun and frolic at Gopher Flats, located on the Providencio Rancho, next to Grif fith Park. The day starts with a trail ride, sometimes 10 to 15 miles. Gather for Services At the 'of the ride they all gather in the Flats for church services. The visiting pas tor preaches the sermon from an ox-drawn cart.

velopment of the atom bomb two years before the best official American estimates was "palpable evidence of a major deficiency in our national security setup." Other Recommendations In an address as the special guest of the University of Puerto Rico, Lapp also made the following recommendations: 1 A Federal law limiting the height of metropolitan buildings. 2 Nationwide disaster planning and gradual Industrial decentralization. 3 Use of psychological warfare against Russia to back up Marshall Plan and military aid to Europe. Americans Inept "It is common knowledge that we Americans have been quite inept in the field of intelligence operations," Lapp said. "The mere administrative reorganization of a government agency is no guarantee this situation will change.

"The Russians developed their bomb at least two years before the date of the best official estimates indicated they would. Here indeed is palpable evidence of a major deficiency in our national security setup." WEEK-END 'COWBOYS' -Five members of the San Fernando Valley Horse Owners' Association shown at start of their week-end trail ride. Left to right: Mrs. Jessie Dunn, Mrs. Anna Lopizich, Mrs.

Fern Vienna, Ducky Dunn and Alice Westover. The offering is taken in the traditional western manner, with a blanket spread on the ground into which each horseman tosses his offering as he rides past. Next in line in the day's activ ities are the gymkhana, sports and contests of I skill and speed for horse and. rider. iThis series of spectacular events is akin to.

a Marine Reserve Plans Toy Drive Marine Corps Reserve members this year will again undertake the Toys for Tots campaign which last year proved successful in combination track meet-rodeo. In one of the events as many horses and riders as space per mits line up and start on a signal They race 200 yards, dismount, strip the saddle and blanket "from the horse, remount and race back making underprivileged children merely a means of transportation or something to be played with as a pet but the very "spirit" of the Old West. The West of the "buttons and bows" era, reminiscent of the days when a good horse was as necessary as a car is today. When many of these horse lovers look at a horsej they think of the days wheni hard-riding, booted and spurred cowboys rode the range with, only the company of a faithful friend a horse. Play Cowboy Game I During the week they may be bankers or attorneys or doctors or storekeepers or carpenters or common laborers.

On week ends they are members of the San Fernando Valley Horse Owners' Association. Cowboys is what they lorfg to be and cowboys they are from Friday night until late Sunday. All 400 of them, men, women, boys and girls. They live in Hollywood, Beverly Hills, Westwood and in all the Valley towns. Their horses live in the Valley, either on their owners' property or in boarding quarters.

To these people horses are not a thing to be taken lightly. They care for their own mounts, even to using the pitchfork. A daily necessity. Many Have Hobbies Many of them have hobbies. Foremost among them is leather work.

"Many a horse and rider's equipment is made by the owner in rainy weather when they do not ride. The horses vary as do their riders. There are show horses costing hundreds of dollars and there are stock horses worth sometimes only $50. The equipment na3 the same wide range. One realistic cowboy has a hull made of inside-out leather, total cost $150.

The person next to him in a parade or on a trail-ride may be sitting in a $2000 silver-mounted saddle. As to parades, there isn't one, of any size, that these people fail to ride in. Some of them ride as often as Sheriff Biscailuz, the perennial parade rider. Hold Trail Ride Each year the organization holds a trail ride, lasting three days. They follow the Padres' old Mission Trail to the San Fernando Mission.

When they arrive at the mission they hold a huge barbecue. to the starting line bareback. Weekly Ritual At the conclusion of this enter of the city- joyous at Christmas time. It was emphasized by Col. J.
