Lawyer Edwin M. Fox returned oa riday from Mexico, whither he went in he interest of Thomas Edison to arrange he legal features of a contract with the rovernment for the general introduction the phonograph in the postoSices of that country. He gave yesterday some details of his mission, which, as already announced, was successful, and of the of which it was a preliminary. The contract was obtained for a company which John M. Ceballos, of 80 Wall street, is now forming.

It gives the proposed company the exclusive rHit for fifteen years to place phonographs in the postofiices of the republic for the use of people who cannot read or write. The charge for a single phonographic message has not yet been fixed; ft may be but a medio, or six and a half and it may be a real, or thirteen cents. To this charge must be added one of ten cents for postage, which is the rate at which letters are carried from one part of Mexico to another, although a letter may be sent from Mexico to tliirf country for only live cents. The higher charge seems moderate wlien it is known that the sender of a message will be entitled to talk a thousand words into the phonograph. When he has said his say, tlie cylinder -otitainin- his mi-swigo will be inclosed in a paper box, addressed by a postollice to its destination, and, after being damped, will be mailed like an ordinary etter.

The recipient of the cylinder can "itlior have tlie message spoken out to lim bv the phonograph in tlie nearest postollice, or lie can have it transcribed an paper for future reference. If every patron of the phonograph sends thousand word messages and every recipient insists on having them transcribed, the Edison Phonograph company of Mexico will lose money, but it is calculated that the. messages will average certainly not anvthhi" like the tenth and perhaps not even the twentieth part of the limit. The persons who are expected to use. the phonographs now employ scriveners to write their letters for them.

The scriveners will probably have to do something else when the phonographs are set up. By the terms of the contract the company is to take care of the machines and keep them in order. This will not involve its having an agent at each post- office at which there is a phonograph, for it is bound to instruct one of the postofnee clerks in the use of the machine, and the time consumed in this way and in sending and receiving messages is to be allowed for. The company is to get a rental for the use of the machines, and what, remains of the proceeds after deducting a small percentage for the government. As already intimated, all expenses are to be borne by the company, so that whatever the government gets will be clear gain.

Only the large postofiices will at first be provided with phonographs, but it is expected that in the course of time the use of the instruments will become quite general. The machines are to be made at Mr. Edison's factory in Orange and sent to Mexico as wanted, but there will also have to be a local establishment in the city of Mexico where repairs will be made and business connected with the enterprise transacted. As the company expects to sell many of the machines to the general public, a salesroom will be part of i i establishment. Mr.

Fi.x took three phonographs to Mexico with him, one as a present for President Diaz, which poured out the instrumental and other music which Mr. Edison had poured into it at the laboratory in Orange, where concerts are still given, with phonographs for auditors, several times a week. President Diaz was quick to learn how to use the machine, and he sent back by Mr. Fox a cvlinder containing a message in Spanish congratulating Mr. Edison on his great invention and himself that Mexico was to get the benefit of York Sun.

What Is a Valuable Invention. The patentee of a machine by which tin horses raced ore another around a ring recently sought to enjoin an infringement of the patent. It appeared that the only use to which the machines had been applied was to place them in saloons, bar rooms and other drinking places, where frequenters of such places make wagers as to which of the toy horses would stop first. Judge Blodgett, of the circuit court, has decided in this case (National Automatic Device company against Lloyd) that the laws of tlie United States only authorize the use of a patent for a new and useful invention; that a useful invention is one that may be applied to some beneficial use in society, in contradistinction to an invention which is injurious to the morals, health and good order of society; that the patent is not a useful device in that meaning of the word, its use so far having been pernicious and hurtful; and so the injunction was York Telegram. Meiuuring Waves.

St. Stephen's Review says an interesting fact has just been accomplished by Hon. Ralph Abercromby, who has succeeded in measuring the height of ocean waves by floating a sensitive aneroid barometer on the surface, and in gauging their width and velocity by timing tiieir passage with a chronograph. As a result of these experiments lie supports Admiral Fitzroy in the conclusion that waves occasionally reach an altitude of sixty feet. The highest wave measured by Mr.

Abercromby was forty-six feet high, 7C." from crest to crest and had a velocity of forty-seven miles per hour. The MaybrlcU Residence.
