Vaughn OXFORD, Pa. Parker W. Vaughn, 81, of 2800 Limestone Road, died of heart failure Wednesday at home. Mr. Vaughn, a native of Independence, was a dairyman and mushroom grower in the Oxford area for most of his life.

He retired in 1975. He was a member of Nottingham Presbyterian Church. His wife, the former LaRose Ward, died Dec. 8. He is survived by two sons, Homer E.

of Lancaster and Robert L. of New Castle, a daughter, Mary Ann Remele of Wanakena, N.Y.; a brother, Joseph of West Richfield, Ohio; five grandchildren and three great- dchildren. Franklin formerly of 26 Landers Lane, Swanwyck, died Thursday of kidney failure in Harrisburg (Pa.) Hospital. Mr. Sobocinski was a research technician at the Du Pont Experimental Station for 39 years. He retired in 1978. He was a member of St.

Hedwig's Church and its Senior Center. He also was a member of the Post Cana group and the Captain Stanislaus Mlotkowski Memorial Brigade. His wife, the former Elizabeth Reinhart, died in 1977. He is survived a son, Neal J. of New Castle; a daughter, Mary Anne Brennan of Mechanicsburg, a brother, John of Wilmington, and two grandchildren.

Bailey Jr. James A. Bailey 55, of 709 Woodsedge Road, Gordy Estates, died of heart failure Tuesday in St. Francis Hospital. Mr.

Bailey was a self-employed body and fender mechanic for 43 years. He retired in September. He is survived by his wife, Doris his mother, Miriam M. Bailey of Gordy Estates; two sons, Bruce A. of Wilmington and James A.

III of Conley, S.C., and a granddaughter. Services and burial will be private. Lyndel Gray Jr. Lyndel "Pat" Gray 42, of Anglin Drive, Robscott Manor, died of kidney failure Wednesday at home.

Mr. Gray was in charge of sulfur distribution for Allied Chemical Co. in Claymont, where he had worked since 1961. He was secretary-treasurer and manager of the employees association's General Chemical Baker Adams Credit Union. He was a notary public and a member of Holy Family Catholic Church, Newark.

He is survived by his wife, J.L. Penney; a son, Patrick L. at home; a daughter, Rhondanne Gray at home; a sister, Cindy Abel of Elkton, and his paternal grandmother, Sarah Gray of Roselle. Services will be Monday at 11 a.m. in Kreinen-Griffith Funeral Home, 1400 Kirkwood Highway, Elsmere, where friends may call one hour earlier.

Services for Gary Wayne Phillips, 22, who was killed in an accident Wednesday morning on Maryland 273 near Fair Hill, will be Saturday at 11 a.m. in Hicks Home for Funerals, Bow and Stockton streets, where friends may call tonight from 7 to 9. Mr. Phillips, of Tawes Drive, was a machinist at the Morton-Thiokol Co. in Elkton and a 1981 graduate of Elkton High School. He is survived by his parents, William C. Sr.

Lee Baughman, 6011 Telegraph Road, Elkton 21921. Henry F. Moehlman Henry F. Moehlman, 89, of 255 Possum Park Road, Newark, died of cardiac arrest Wednesday in Millcroft Retirement Home, where he had lived for about two months. Mr.

Moehlman was a plant manager and efficiency expert for Continental Motors in Muskegon, Mich. He retired in 1965. He was an amateur photographer and exhibited pictures for travel clubs. His favorite photographic subjects were the historical sites of Abraham Lincoln. He was a member of Muskegon Heights Temple Methodist Church.

His wife, Mabel died in 1960. He is survived by a son, Wendell H. of Allen Park, a daughter, Polly M. Bray of Glen Farms, three grandchildren and two greatgrandchildren. Services and burial will be Monday in Muskegon Heights.

Charles E. Collins Charles E. Collins, 80, of 128 Concord died of heart failure Wednesday in St. Francis Hospital. Mr.

Collins retired in 1970 after 18 years as a welder with Zallea formerly in Wilmington. He was a member of the Church of God of Prophecy, Wilmington Manor. He is survived by his wife, Alpha four sons, Douglas C. and Clarence both of Wilmington, Jack D. and Billy both of New Castle; three daughters, Violet Uniatowski of Newport Heights, Peggy A.

Maitland of Chester, and Shirley E. Collins of Wilmington; nine grandchildren and eight great-grandchildren. Services will be Monday at 10 a.m. in Gebhart Funeral Home, 531 Delaware New Castle, where friends may call from 6 to 8 p.m. Sunday.

Hedwig S. Leshem Hedwig Sitewicz Leshem, 76, of Royale Apartments, 54 Cheswold Newark, died following a stroke Tuesday in Christiana Hospital. Mrs.

Leshem was a lifelong resident of the Wilmington area, and had been active in local senior centers. Her husband, Harold, died in 1971. She is survived by two sons, Harold Jr. of Newark and Lewis L. of Lancaster, a daughter, Diane Leshem Moritz of Cherry Hill, N.J.; a brother, Ted Sitewicz of Wilmington; a sister, Martha Kowalski of Newark; and five grandchildren.

Services will be at 11:45 a.m. Saturday in Gracelawn Memorial Park Chapel, where friends may call at 11 a.m. Burial will be in the adjoining cemetery. Instead of flowers, the family suggests contributions to charity. William Lindsay Engan and Union streets, West Chester, 19382.

WEST CHESTER, Pa. William Lindsay Engan, 62, of 1417 Ponds Edge Road, died Wednesday in Chester County Hospital after suffering a head injury at home. Engan, who had lived in West Chester since 1968, retired in 1982 as a chemical engineer at the Du Pont Experimental Station, north of Wilmington, Del. He had worked for Du Pont for 35 years. He was a Navy veteran of World War II and a graduate of the University of Rochester, N.Y., where he earned bachelor's and master's degrees in chemical engineering.

Mr. Engan was a member of the Church of the Holy Trinity, West Chester, where he was a lay reader, a former vestryman and a member of the lay hospital ministry. He was a scoutmaster in the Boy Scouts of America Valley Forge Council. He is survived by his wife, the former Jessie E. French; two sons, David L.

Miller had worked as an engineer and a patent attorney in the Du Pont Louviers Building. He retired in 1978 after 43 years with the company. He was a 1935 graduate of Case Institute of Technology in Cleveland, Ohio, and was a 1949 graduate of Cleveland-Marshall Law School. He was a member of the Delaware Association of Professional Engineers and the Ohio State Bar Association. He is survived by his wife, Alice a son, Maynard R.

Richard Lyle Hayton Richard Lyle Hayton, 38, of 146 S. Du Pont Parkway, New Castle, was found dead of an apparent selfinflicted gunshot wound Wednesday at a friend's Du Pont Parkway Apartment, New Castle County police said. He was a truck driver for Adco Metals Inc. in New Castle for eight years. He was an Army veteran of the Vietnam War.

He was a member of Porters Grove Baptist Church in Rising Sun, Md. He is survived by a son, Richard Jr. of New Castle; two daughters, Cheryl Lynn Hayton and Aileen F. Hayton, both of New Castle; his father, Richard L. and his stepmother, Roberta, both of Sugar Grove, a brother, Christopher L.

Mr. Gregor was owner and manager of Avac Electric formerly in Elkton, for more than 20 years. He was a member of Singerly Volunteer Fire Company of Elkton. His wife, Edith died in 1966. He is survived by a daughter, Suzanne G.

Body found at lake; 2 men are charged DOVER State police today charged two men with murder i in the death of a man whose body was found near Garrisons Lake by a trooper on patrol, police said. Steven C. Satterfield, 22, of Henderson, and Richard C.

Thompson, 22, of Cheswold, were held without bail at Delaware Correctional Center charges of firstdegree murder and possession of a deadly weapon during commission of a felony, police said. Police recovered a knife and an axe handle aparently used to kill the victim, whose name was withheld. Cpl. Gerald R. Pepper a police spokesman, said Trooper Ronald Rhodes discovered the body after he stopped to question two men sitting in a Chevrolet near the lake at about 2 a.m.

While talking to the men, Rhodes saw a Mercedes-Benz idling nearby. When he went over to check the car, Rhodes saw a man's body, Pepper said. The two men in the Chevrolet were taken into custody and questioned by homicide detectives at Troop 3, Pepper said. Both vehicles were towed to the troop, which is located in Dover, but searches of the cars were not immediately conducted, Pepper said. The victim's body was taken to Nanticoke Memorial Hospital in Seaford.

Gunman rapes woman A 54-year-old woman was raped Thursday by a gunman who accosted her in the basement of the northwest Wilmington apartment building where she was doing laundry for an elderly resident of the building. City police said the suburban Wilmington woman was raped about 8:30 a.m. after the man forced her into the laundry room of the West 39th Street building. He fled after the attack. Although investigators said there is little indication that the was rape committed by the same man who police believe has assaulted at least three women in the West Center City area in the past weeks, al department spokesman acknowl-1 edge that the rapes could be connected.

Maryland man arrested A Maryland man who was. stopped for speeding near Odessa early Thursday has been charged, with a variety of drug offenses and committed to Gander Hill prison for lack of $12,000 bail, according to New Castle County police. 13 at New Castle 471 near Townsend just after midnight Wednesday. City pondering next move in Motivational nal Center case By S.M. KHALID Staff reporter The future use of Wilmington's financially troubled Motivational Center Inc. could be clouded by more than $100,000 in Superior Court judgments and personal and federal tax liens, Assistant City Solicitor Mark J. Pilnick said on Thursday.

Former Mayoral Candidate Dwight L. Davis and his associate, Carleton Ashe, claim to own the center, at 800 W. Ninth St. But Pilnick said questions still persist as to whether Davis' group, which claims to be the legal successor to the old Model Cities Motivational Center, moribund since 1977, holds legal title to the property. "We're still waiting for the recommendations" on what the city plans to do, Davis said this week.

"They're trying to make something out of nothing. It's all personal, all political." The two Superior Court judg- ments, one dating from August 1984, stem from two court cases in which Davis and Ashe put the property up to secure bail for two defendants who later failed to appear for court proceedings. Davis has denied that most of the liens are outstanding. He says the latest judgment, dated June 1985 and for $24,000, would be cleared next week when one of the defendants is scheduled to appear in court. The center has also been involved in a dispute over disposition of $4,200 of a now-suspended $8,000 federal grant paid out to the center for the rehabilitation of its headquarters.

The city has suspended payment of the $3,800 balance of the grant until it can be satisfied as to how the first part of the grant has been spent. Davis said he had provided the city with documentation supporting his claims that his group spent, $1,000 of the grant money on plumbing supplies and had paid local plumber R.C. Williams the $3,200 balance for completing twothirds of the plumbing renovations for which he was contracted. Williams, however, has twice made statements to city officials that Davis paid him $1,800 for the repairs, of which he also claims he spent $1,000 on supplies. Following an inspection of the repairs at the property early last month, officials from the city's Department of Licensing and Inspection said there were "obvious discrepancies" in the claims of both men.

Meanwhile, officials said the City Solicitor's office will soon announce legal steps aimed at resolving the 2-month dispute. Pilnick declined to say when the plan would be announced, or if any indictments were included in possible steps that the city was considering..
