Stock Prices Again Tumble Truman's Aid-to-'Xsia Talk Crack Market Wide Open; Losses to S3 NEW YORK.

June 27 The market cracked open again today following President Truman' announcement of a sweeping aid-to-Asia program. The floor of the stock exchange vas deluged with selling orders. Prices broke slowly at first, then with Increasing speed. Business was so heavy that the exchange resorted to using Quotations directly from the trading floor in order to give an up-to-the-second picture of the market. Lamm Range to S3 JLosses ranged to around 3 a hare for key stocks on top of the severe declines yesterday.

"The new break followed a morning rally, which was a rebound from yesterday's nosedive, one of the steepest in 30 years. A handful of stocks managed to retain small gains. June 27 iJP. Winston Ohurchiil into Parllment' two-dny debte on pooling Europe's coal nd teel today with a demand for Britain to join In talks about It. Prime Minister Attlee made the Issue one of confidence In his government Mis thin majority Is expected to survive against combined Conservative Liberal opposition, and thu? save hla regime from having to seek reelection. Churchill, a leading advocate of United Europe, Is Irate because the Labor Government turned down a French Invitation to discuss the pooling plan with France. Italy.

West Oermanr, Belgium. Holland and Luxembourg The ove-nment stayed because it would have been forced to accept a declaration that it would helb set up "a new high authority whose decis.ons win bind" the governments even before the nature or duties of the pool authority were known. Britain's unique position as head of the Commonwealth and banker for the sterling area also influenced the sovernment't attitude. Attlee was ecet to wind up the debate just before his counter-motion to approve the government's aloof stand is voted on. Conservative former Foreign Secretary Anthony Eden opened the opposition attack yesterday.

Sir Stafford Cripps. chancellor of the exchequer, answered him. "We could not enter Hghtheart-edly upon any scheme or plan which might affect profoundly our ooal and steel Industries," he said. Chicago Livestock CRICAOO. June 37 ITSDA) Salable hogs 8.000; fairly active.

Yesterday it was widely believed that hostilities In Korf held the needs of third worW war. Today the seeds sprouted.

The United States, stating it was acting as an agent of the United Nations, has committed itself in the strongest terms since World War II. That might mean war. The answer Is probably already written In Moscow. The market's action today and yesterday was a nervous, almost spasmodic reaction to this widely held theory. Significantly, howver, a large part of the selling has come from traders and smaiier investors who profits, built up over a yearlong advance, go sailing out the window.

They sold in a hurry, hanging on to what they could. Selling from big-money interests investment trusts, tor instance, states and people controllmsi large sums of money was comparatively small. Rail, Corporate Bonds Tilt Lower NEW YORK. June 27 and other corporate bonds tilted lower today in a follow-through on yesterday's severe rout. The upward turn of stock prices, however, relieved much of the selling pressure on bonds and most losses were in fractions.

The volume of trading also built up at a slower rate than yesterday, when turnover" hit a five-month high. Some rail. which suffered severe losses yesterday crept into the gain column Consolidated Edison convertible 3s, which led yesterday's retreat with a 0 -point loss moved about 2 points er at one tim today. Convertibles making fractional gains, however. Included -American Telephone 3 of 59 and Phillips Petroleum 2s.
