The state will have 451 enumeration districts of which 196 are in Wilmington; 115 in rural New Castle County, 61 In Kent, and 79 in Sussex County. Mr. Ableman said that while one enumerator can do only one enumeration district at a time, he may apply for another if he has completed the first early.

The taking of the census of population is expected to be completed between April 1 and April 29. Before Dec. the final reports on the census wil be submitted to Congress. Nine Crew Leaders Appointed For City, County Census Count Group Will Direct Activities of Enumerators During Operation Scheduled to Start April 1 Six Previously Named Appointment of the nine crew leaders for Wilmington and rural New 'Castle County for the seventeenth decennial census of population, to tart April 1, was announced today by Benjamin Ableman, director of the census of Delaware. S. Public Labors Under Faulty Ideas Misinformation on the operation of business in this country exists in the minds of many people. Dr. Claude Robinson, president of the Opinion Research Corporation of Princeton, N. told the Wilmington Rotary Club today in the Hotel DuPont.

One necessary solution for solving such a problem is the knowledge of the' capitalist system and the ability to explain it to the entire community, Dr. Robinson pointed out. Many unrealistic ideas concerning production costs, higher wages and prices, and pension systems are prevalent, the speaker asserted and he added that leaders of 'industry today are responsible for the dissolution of such unrealistic theories. He explained that not only employes should know how the system operates, but that clergymen, students, school teachers, and all those in anyway connected with the mutually beneficial process should be informed. Benefit Game Attracts Stars 4 on Wilmington Team Named for Court Contest To Assist Camp Barnes Announcement was made today that Stewart Hendler, Paul Chadick Eugene Gillen and Joseph Hill will be on the Wilmington All Stars team for the All Stars-Georgetown benefit basketball game Monday night in the Georgetown High School gymnasium. Inspector Arthur, Wilson, Wil mington Bureau of Police, is work ing with Capt. Edgar F. Isaacs of the Delaware State Police and the Georgetown Lions Club in arranging the game. He said today that there will be a preliminary game at 8 o'clock, preceding the main event.

Trooper Wallace Townsend of the Georgetown troop of the state police is assisting the Lions Club with arrangements. All expenses for use of the gym, officials, players, and the time are to be provided by the Lions. The game is being held for the benefit of the campaign of the Delaware Association, Chiefs of Police, for $20,000 to improve and operate the Camp Barnes boys' camp southeast of Frankford in Sussex County this summer. Approximately 450 boys from all parts of the state will attend. The camp is limited to boys who would not otherwise have an opportunity to attend such a camp.

Each boy will be at the camp for two weeks, and there will, be five two-week camping periods in the summer months. So far more than $10,000 has been raised in the campaign. Vocalists Give Program At Atlas Girls' Meeting Vocal selections from the classi cal and semi-classical fields were presented by Miss Sarah Revelle, soprano, and Guthrie Frye, tenor, at today's meeting of the Atlas Girls' Club in the Hotel DuPont. Forty-two senators have joined in sponsoring a new measure in the Senate which will accomplish virtually the purposes of the proposal which Boggs initially introduced about one year ago. Offered by Humphrey The bill, S. 3147. was introduced this week by Senator Hubert H. Humphrey chairman of the subcommittee of the Senate Committee on Expenditures in the Executive Departments which is dealing with the proposed federal-state study.

Senator Glen H. Taylor D-Idaho) resigned the chairmanship because of other duties. Joining with Humphrey as cosigners of the bill were an impressive lineup of senators from both parties, constituting nearly a majority of members of the body. Senator J. Allen Frear, (D-Del) is among the sponsors and Senator John J.

Williams (R-Del) would have signed were he not confined to his hotel room in Washington by influenza. A comparison of the Humphrey bill with the inital bill introduced by Boggs in 1949, H. R. 2389, reveals that it is very similar. It is the third measure which the Senate has had before it.

The first, an identical "companion bill" to Boggs' measure, was sponsored by seven senators. The second, embodying the views of the Senate Expenditures Committee, was introduced by Senator Taylor, with 29 co-sponsors, after the conclusion of hearings late last session. That bill was criticized in some technical phases by the Bureau of the Budget and other federal agencies, and Humphrey, with 41 co-sponsors, has now introduced a compromise measure designed to overcome all objections. It is actually closer to the initial Boggs' measure than the Taylor bill was. Never a Full Study It is titled A Bill to Establish a Temporary National Commission on Intergovernmental Relations" and states as a "finding of fact' that "since the establishment of the federal system of government no comprehensive survey has been made by the congress of the relationships existing among the national, state, and local governments of the United States; of the allocation of governmental functions and powers among these three government levels; or of the distribution of jurisdiction of governmental functions and powers exercised by two or more governmental authorities." The bill states that prior to any redistribution of governmental powers, Congress should have the benefit of an impartial study and that this commission should be set up to do the job.

The commission will be bipartisan and have seven members. It will be required to submit a report by Jan. 1, 1952. Salaries of the members would be $12,500. The fact that 42 of the 96 senators are sponsors of the legislation makes passage, probably on the unanimous consent calendar, a virtual certainty.

Once passed by the Senate, the legislation may move the House to action. The proposal has languished in the committee on expenditures in the House witnout any particular notice Deing taken despite the hearty recommendations it has received from all sections of government and private business.
