'The committee on rail labor set a 12:01 a.m. Monday deadline. We don't expect to have a contract by then;" said Al Archual, international vice president of the Railway Employees union and spokesman for-the 12 unions that have not reached contract agreements since SEPTA took over the operation from Conrail Jan. 1. The unions have been negotiating for months with SEPTA, which took over the 12 commuter lines from Conrail under federal law Jan.

1. Delawareans who commute to and from Philadelphia will not be affected by the strike. Commuter train service to Edgemoor and Claymont in Delaware was cut off on Jan. 1. Since then, the Delaware Transportation Authority has been providing commuter bus service to Philadelphia on a trial basis.

Archual said the committee announced the strike plans six days in advance to give commuters a chance to arrange for other transportation. City officials said they planned to put into effect the same emergency measures used during the transition from Conrail, including designation of special parking lots, arrangement of pooling operations and enactment of special parking regulations in Center City. The Mayor's Rail Crisis Management Group met Wednesday afternoon to devise an emergency plan. The main stumbling block to contract agreements is the "scope rule," which restricts certain jobs to members of specific unions, Archual said. SEPTA wants to throw out the scope rule and has refused to discuss the unions' compromise, he said.

"We even offered to take both proposals to binding arbitration which was unprecedented in labor on this issue and SEPTA refused," Archual said. Davis denied that SEPTA had refused binding arbitration on the issue. "SEPTA is willing to compromise on the issue of scope rules," he said. "In fact, we already have with other rail labor organizations." Archual said several other issues, including pay, sick days and seniority, also remain unresolved. About 50,000 commuters take the trains daily.

Feutz said that when a reimbursement is requested from one of the three, the other 'two will be required to place "live signatures" on the voucher. Feutz said the $2,000 clause in Powell's contracts did not preclude him from requesting additional money for travel and meal expenses. "We never told him what he could put in for besides the $2,000. That was our mistake," Feutz said. The board president said he has done a "cursory" examination of the vouchers.

"I have not found anything way out of line," he said. In a subsequent interview Wednesday, Feutz said that at the board's monthly meeting on Feb. 21, he plans to review the vouchers and answer any questions the parents may have. He said the board was aware that Powell was requesting reimbursements in addition to the $2,000 figure, but it did not examine the vouchers. On the issue of identifying people on the advisory committee, Feutz said the board took its stance because it wanted to ensure the confidentiality of those who apply for the superintendent's job.

He said he expects the committee to begin evaluating the candidates' credentials late this month. He said the board will respond later to the parents' demand for an audit. The parents have one strong ally on the board G. Wallace Caulk who took office in July. "Right now," he says, "I'm not very popular" with the other board members.

"I'm on the outside right now looking in," he said before Monday's meeting. "When I ran for the school board I felt the same way. I was not happy with the answers I got.
