THE CITY LEGISLATURE Policeman Chamberlain is Confirmed and Succeds a Good A Kight Move to Improve the Public Park Who Owns the Spring Dake Tract and What Shall be Done With The Chaps who Draw Salaries are Yet on the Anxious Seat At the adjourned meeting of the council last riday evening all members were present The matter of the confirmation of the appointment of Chamberlain was at once attacked and the ball was opened by the presentation of a peti tion of 75 citizens asking that it be done Aid florin moved that liis appointment be confirmed and Aid Lowe seconded it On roll call all ex cept Mr President voted in favor of it and he was declared confirmed His bond with Slocum and Marlett as sureties in the sum of $500 was approved The bond of Crane as city attorney in the sum of $600 with Knatvold and Stem as sureties was approved Aid Ruble of the street committee reported that proper arrangements had been made to drain lots in the vicinity of I) Gibson's that lot owners had consented that a drain be built through the same and that the matter was satis factorily attended to He also reported that a sidewalk would be built in due time in front of the VVatson Brown lot occupied by Mrs Tucker the Park A petition of John Houlihan for $4365 for damage to contents of his cellar caused by over flow of water was read Aid Morin said it was caused by a choked drain On motion of Aid Lowe the claim was laid on the table President Hanson asked that steps be taken to improve the publicpark: to smooth it and to make it more attractive The park committee was instructed to make the necessary improve ments and $loo was appropriated for that pur pose Aid Morin referred to a complaint of Chief Carey made by the chairman of the board of health that manure had been deposited along the west end of William street The matter was referred to the street committee The matter of improving the Spring Lake park ground and thus to maintain the title of the city was discussed Aid Morin stated that unless it was properly improved soon he would assert his ownership in it He was willing to have the city improve it although he stated that It was not certain that it had not already reverted to the original owners A motion of Aid Wiegand to appropriate $100 to improve it was voted down On motion of Aid Ransom the park committee and city attorney were instructed to investigate the title and to submit a plan and proba ble cost of improving the tract Here the undercurrent of affairs brought the council dangerously near to the troublesome shoals of salary fixing and to temporarily avoid a gale and togain time to take in more ballast and reef the sails an adjournment was sudden ly sprung and as quickly carried and all sped gladly home to safe harbors Real
