guilty 'of, so that It be not a felony, if a Louisa jnrj sits in ludement on ins case tne ver diet is almost sure to be "one cent nnd coRts." It has been so for so song a time that no man has any collection of any other sort otf verdict being rendered in Police Court. Even the jurors themselves have grown ashamed of this stereo-, typed phrase, and one man was beard to sav not lone aeo that he had rendered his last "one cent verdict. It is useless to attempt to assign any reasons for this childish mercy to violators ot law. They might be given here, if necessary, for the writer has more than once heard juror3 say why they brought in so liebt a verdict. Tne object of this briet article is to point out a remedy for this abuse of discretionary paw er.

While the right of a trial by jury is guaranteed to evfery person with an' offenseV the indi vidual so charged ruay, in certain cases, waive this right. it a 'toueV who is afraid of the Police Judge demands a jury the men who trv him. be they six or twelve, should he allowed the usual fees of say a dollar and a half a day, and if they do not claim the fee then it should he covered into the town treasury for the benefit of the school or some other worthy fund. Our town charter should be bo amended that the Police Judge may try a breach of the peace without the invention of a jury, and if he rises to the occasion he can inflict -such punishment rb will prevent the burdenins of his docket with num- berless repetitions of this miserable 'one cent" business. There are cases of breach of the peace where- in any fine or any costs inflicted is more than the case deservedj and it is in these where tne Judge should be permitted to use a sound discre tion, but such offenses as getting howling drunk and disgustingly obscene, and frightening ladies and children from the sidewalk, do not belong to this class.
