Cooper and challenger Mary Jo Baker.

Mrs. Baker charges the branch under Cooper's leadership is made up mostly of middle-class, educated blacks who are "not doing anything for the poor." Cooper, president for the He concedes the membership is largely middle-class, but denies that is intentional. "I've never known it to be NAACP policy to close doors" to any economic group, he said. Cooper also points out the NAACP under his leadership prompted a federal probe into Dover's use of revenue-sharing funds for the Bobbins Hose Volunteer Fire Company and was active in making it easier for blacks to join the company. to integrate schools and business establishments and register black voters in Alabama. She said the state educational system most notably in Milford and Dover is her prime area of concern. She said her tack in fighting discrimination is to document complaints. "Then, go to the school board and let them know we're aware of the problem to see if we can effect a change.

Give them time to make the change. That's sometimes effective," she said. Only if that approach fails, she said, is it time to pursue Cooper, 42, retired from the Air Force in 1971. He is a senior at Delaware State College, majoring in distributive education. He works part-time for Sears in Dover and is Dover bureau manager for the Delaware Spectator, a state wide weekly newspaper oriented to the black community.

Mrs. Baker, 36, describes herself as "a part-time home-maker." Her husband is a technical sergeant, stationed at Dover Air Force Base for the past year and a half. She said she became actively involved in the civil rights movement in 1963 and worked From the Sussex Bureau LAURALVotcrs go to the polls tomorrow in Laurel in a referendum seeking approval to raise the school property tax 25 cents to $1.29 per $100 of assessed valuation. The polls will be open from 1 to 8 p.m. at the Laurel High School.

Increasing the rate is expected to raise about $46,000, which would be split equally between a pay rais for teach3rs and current operating expenses. Officials say the district is short of the buying power it had 18 months ago because of inflation. From the Sussex Bureau GEORGETOWN Frank Clendaniel Inc. won a long-sought rezoning yesterday when the Sussex County Council overturned the planning and zoning commission's earlier, decision. The agricultural processing facility on Butler Ave.

in Lincoln was operating before there was zoning in Sussex. When the land was zoned, it became agricultural-residential. Clendaniel wanted its 2.5 acres changed to light-industrial. Had the council upheld the commission's denial, the plant would have become a nonconforming use in the agricultural-residential area and could not have expanded. Now it can.

Explaining its decision to overrule the commission, the council simply said it did not believe the facility would harm the area, since it has been there for many years.
