WEDNESDAY, MARCH 1, 2000 LOS ANGELES TIMES' STUDY: 'Separate and Unequal' Continued from A1 port has not yet been fully reviewed by the nation's bishops and is scheduled to be released formally March 15. The findings present serious challenges for the church's future, said Ronaldo M. Cruz, executive director of the bishops' Secretariat for Hispanic Affairs. "This is a long-term process. The hope of the bishops is that what happens gradually is that Latinos will be fully integrated into the church.

This is not the end of the story. It can't be," he said. Nationwide, Latinos make up of the American Catholic population of 62 million. In many areas, however, Latinos are now the majority. The Archdiocese of Los Angeles, the nation's largest, covering Los Angeles, Ventura and Santa Barbara counties, has roughly a Latino population.

The archdiocese has been relatively successful in integrating Latinos, the study found. About of the region's 289 churches are functioning as "multicultural" parishes, according to the study, meaning that all ethnic groups within a parish are represented on the parish council. Even in Los Angeles, however, only two Latinos hold senior administrative positions in the archdiocese- Zavala, auxiliary bishop for the San Gabriel region, and Thomas Chabolla, director of the secretariat for pastoral and community services. Nationwide, the study found, relatively few Latinos are entering the priesthood or becoming nuns. Last year, there were only 511 Latino seminarians in the United States and just one Latino priest per 10,000 Latino parishioners.

By comparison, the church reports one priest for every 1,200 of the faithful overall. In addition, the percentage of priests and nuns learning Spanish or studying Latino culture has declined in the past decade. In 1990, of priests and of nuns were studying Spanish. Last year, the figure for priests and nuns combined was less than The study found Mass attendance among Latinos to be higher than commonly believed. Although many priests use a rough estimate that one in 10 Latinos attends Mass weekly, the study found that in concentrated metropolitan areas, to of Latinos attend that often.

Among the general Catholic population, to attend church weekly. The study reported progress for Latinos in some parts of the church. They have raised their visibility as a force in the church with increased budgets for Latino ministries, higher participation in parish planning and programs, and more support services. But segregation of worship remains a major issue. In some parishes, the study found, Latinos "keep their Mass collections in a separate fund and use these monies to pay rent to the church for use of its sanctuary and parish hall." Also striking are the study's findings on the lack of diversity in the church's top administrative posts.

Nationwide, non-Latino Catholics still dominate the upper administrative levels, the study found, even in dioceses where Latinos are now a majority. Nearly twothirds of dioceses have no Latinos in key management positions in their central offices, the study found. 'Key Battleground Is the Parish' Stewart Lawrence, director of the study and president of the research organization Puentes said the results raise a question of leadership. "It's about integration and obstacles to that leadership," he said. "We've had gatherings and documents at the national level calling for change.

But the ability for that to trickle down has not happened. The key battleground is the parish." In integrating Latinos, bishops and priests must incorporate hundreds of traditions from across Latin America and reconcile them with the traditions of the Irish, Italian and other European immigrants who have shaped the American church until recently. At the same time, African Americans, Asian Americans and Native Americans are demanding that their voices also be heard. Because staggering numbers Catholics continue migrating to California, conflicts still occur, even in parishes that are well integrated, said Louis Velasquez, director of the Los Angeles Archdiocese's Office of Hispanic Ministry. Velasquez called for stronger language requirements and sensitivity training for young seminarians and priests.

"We've made some great progress," he said. "Yet there is still a tremendous clash that happens between new immigrants, church leaders and priests. We need to train not only priests of the future but those that are here and now. We've had more than 20 years to look at the problem, so let's solve it." The situations in other parts of the country displayed an array of problems. In New York, for example, where Puerto Ricans and Dominicans are the main Latino groups, few integrated parishes were found.

Lawrence said he was at a loss to explain the results. In Texas, "the class differences between 1 the generations make it hard for the groups to worship together Lawrence said. "In the case of indigenous groups from Guatemala, we appear to have Latino-on-Latino racism or cultural discrimination that is just as virulent as that practiced by he added. The regions where the study found the most problems were in Alabama, Kentucky, Louisiana and Tennessee -all areas where Mexican immigrants have moved in recent years, primarily to find jobs in agriculture. He was one of those perfect, loyal rhythm guitar player types--you could always count on him." Danell and John Maurer, the group's bassist, formed their own band, Fuel, in 1994, to give them a musical outlet while Ness was busy working on material for a Social Distortion album. Kariel Gardos; Israeli Caricaturist Kariel Gardos, 78, Israeli caricaturist whose cartoon character Srulik became as recognizable to his countrymen as Uncle Sam to Americans. Gardos, who was known to generations of Israelis as created the image of Srulik as a little boy wearing a floppy sun hat, the "kova tembel." It was Srulik who reacted every morning to the political events of the previous day in a cartoon in the daily newspaper Maariv. Yosef "Tommy" Lapid, once an editor at Maariv and now the head of a small opposition party in parliament, said Gardos was one of the greatest caricaturists of the 20th century and had a profound influence on the opinions of the Israeli public and the actions of politicians. Born Karl Gardos in Budapest in 1922, the artist survived the Holocaust and moved to Israel in 1948, changing his first name to Kariel. He said he became a caricaturist because it enabled him to express his views visually in his adopted country before he learned Hebrew.

Lungren, 83, friend and personal physician of Richard M. Nixon's who diagnosed the former president's life-threatening blood clot. Lungren, also the father of former congressman and California Atty. Gen. Dan Lungren, was on the staff of Long Beach Memorial Medical Center for four decades and was its chief of staff from 1968 to 1971.

The doctor also taught at UCLA and served on the California Medical Board. He was a specialist in internal medicine and cardiology and in 1977 underwent heart bypass surgery. A longtime friend of Nixon, Lungren worked on the Republican's various campaigns in the 1950s, 1960s and 1970s. Mostly, he once told The Times, he spent his days in the Nixon campaign entourage "taking care of reporters' colds and headaches." In 1969, then-President Nixon named Lungren his medical consultant. Shortly after Nixon's historic resignation in 1974, Lungren diagnosed a blood clot that had formed in the former chief executive's leg, passed through his heart and damaged his lung.

Another doctor performed emergency surgery. Lungren continued to treat Nixon for phlebitis and give Nixon annual physical exams until Nixon moved to New York in 1980. Born in Sioux City, Iowa, Lungren was educated at the Universities of Notre Dame and Pennsylvania. He was an Army surgeon during World War II, was involved in the 1944 invasion of Normandy and earned four Battle Stars and a Purple Heart. On Monday in Long Beach of heart failure.

Joseph V. Perry; Played Mobsters on TV Joseph V. Perry, 69, character actor best known for playing mobsters in such series as "Barney Miller" and "Night Court." A gifted comic and master of dialects, Perry received the 1949 Glenn Ford Award at Santa Monica High School and a UCLA Best Actor award in 1952. The actor worked steadily in such films as the 1965 epic "The Greatest Story Ever Told" and Don Knotts' 1968 "The Shakiest Gun in the West." Perry remained in demand over four decades for television roles. In addition to his colorful mobsters on police and detective series that included "Quincy," Perry had roles in the series "Outer Limits," "The Monkees," "MASH," "Cheers" and "Seinfeld." Most recently, he was cast in the recurring role of Nemo in the popular "Everybody Loves Raymond." Perry was also memorable in television commercials including portraying a rotund baseball player mimicking swimsuit model poses for Slim-Fast diet products.

5th St. Los Angeles, CA, 90071. BALEN, Michael John Michael John Balen passed away in Pasadena, California on February 26, 2000. He was born in Bydgoszcz, Poland on November 16, 1925. He was educated at Sherborne Public School in England.

Michael served with honor in both the British and American armies during World War II. He received a field commission as a second lieutenant while serving as a member of the O.S.S. At the end of the war, the obtained an overseas discharge. He returned to complete his education, receiving a BA in Economics at Christ Church College at Oxford and a BA in accounting and foreign trade at London University. He settled in Detroit in 1952, finishing his education with a MBA at The University of Michigan in 1953, he married Mildred L.

Farmer and welcomed the arrival of his daughter, Barbara in 1959. The family eventually settled in California in 1960. In 1971, Michael formed Balen Associate, serving as managing partner, specializing in cooperated turnarounds and workout situations. In 1991, his wife of 38 years, Millie passed away. Michael retired in the mid 1990s surrounded by his family and would lead a very quiet and private life.

Michael is survived by his daughter, Barbara Balen, son-in-law, Jeffrey P. Nelson and grandchildren, Milena and David Nelson. Elizabeth was the wife of the late Ben Mason for 42 years and both were instrumental in the formation of what is now Burbank Temple Emanu El. She was active in San Fernando Valley Community Affairs and was at one time president of the Burbank Chapter of Women's B'Nai Brith, making it the foremost chapter in the Valley.

She moved from Burbank to Palm Springs after Ben's death and died at the Desert Hospital on Friday, the 25th of February, 2000. She is survived by her niece Betty Mae Stevens, her brother in law, Dr. Lawrence (Adelyne) Minsky; her dear friend Bob Gray and many other nieces and nephews. POLLEY, Harold G. "Hal" 88 of Newport Beach passed away February 24, 2000. Born in England on July 1911, moved to America with his family at the age of 2, at which time the Polley family settled in Santa Barbara, CA, where Hal and his two younger brothers grew up. After graduating from Santa Barbara State (now UCSB) Hal married his college sweetheart Margaret Mary De Rieux and moved to Placentia, CA. Beginning at 39 year career as an Industrial Arts Teacher and coach at Valencia High School.

During World War II Hal served in the US Navy (Pearl Harbor) and continued after the war in the Naval Reserve, retiring as a commander. After the war, Hal returned to Valencia High School and added several other careers to his busy life, including Sea Scout Leadership, college instructor, building contractor, building inspector, Harbor Cruise Captain, and Commodore of the Macheral Flats Yacht Club, while remaining active in the American Legion (Placentia), the Newport Elks Lodge and St. Andrews Presbyterian Church, and remaining active playing golf and traveling. Hal is survived by his wife Bobbie Stahl Polley; sons, Harold and Richard and 2 grandsons. Services will be held Saturday March 4 at at St.
