Ross' children attended his funeral tomorrow morning, there would be 123 there two sons, three daughters, two stepsons, a stepdaughter and 115 foster children. Mr. Ross, 68, who died of an apparent heart attack Wednesday, will be buried tomorrow in Gracelawn Memorial Park. His wife, Mary, and his youngest daughter, Joan Wartenburg, say they'd love to see the foster children at his funeral but don't think they'll come. The children years ago with the Ross family' were all under four.

In the 1950s and '60s when the Rosses worked with the Children's Bureau, foster parents were not permitted to stay in contact with the toddlers after they left the homes. Many of the children who slept in the two nurseries at the Rosses' Jefferson Farms home won't remember who their foster parentire love to see them if they do know, though," Mrs. Wartenburg said. Mr. Ross built a house in Hamilton Park himself and, with his wife, started taking in foster children because most of his own offspring were grown and married, leaving the youngest with no playmates.

Two years later, the Rosses moved to Jefferson Farms, decorated two rooms as nurseries and filled them with cribs and beds. They turned the nurseries back ino spare bedrooms in 1969. "They felt they were getting too Mrs. Wartenburg said. "Mom didn't feel she was frisky enough to go after the kids all day." The Children's Bureau honored the Rosses for their work in 1962 and again in 1968.

Mr. Ross worked in the maintenance department of General Motors' Boxwood Road plant until he retired in 1972. In addition to his wife and Mrs. Wartenburg, Mr. Ross is survived by two sons, James of Wilmington and Robert F.

of Chicago; two daughters, Sophia Mills of New Castle and Beverly Knighton of Newark: two stepsons, Norman B. Cake and Earl both of New Castle: a stepdaughter, Norma Russell of New Castle; three sisters, Alberta Heston of Wilmington, Irma Smith of Jacksonville, and Audrey Forrest of Yardley, 35 grandchildren, and 14 great-grandchildren. Services will be tomorrow morning at 11 at the Gebhart Funeral Home, 531 Delaware New Castle, where friends may call tonight after 7. Burial will be in Gracelawn Memorial Park. Henry J.

Taub John J. Neylan Jr. Henry J. Taub, 63, of 2406 Society Drive, Presidential Towers Apartments, Claymont, died yesterday in the Tilton Terrace Nursing Home after a long illness. He was an electrical contractor.

He is survived by his wife, Gertrude: a son, Robert of Wilmington; a daughter, Marlene Reinschmidt of Littleton, a stepson, Donald Shore of Phoenix, a brother, William of New York City; four sisters, Josephine Kessler of Wilmington, Lillian Kurman of Baltimore, Sadie Taub of Atlantic City, N.J. and. Anna Gerber of Beach Haven, N.J.; and two grandchildren. Services will be this afternoon at 1 at the Schoenberg Memorial Chapel, 519 Philadelphia Pike. Burial will be in the Montefiore section of the Jewish Community Cemetery on Foulk Road.

Deamer was a clerk at Towne Cleaners in Smyrna for 20 years before retiring in 1973. She is survived her husband, J. Austen Deamer; two sons, Philip A. of Smyrna and Jeffrey D. of San Meteo, two daughters, Barbara Jane Marker of Bear and Cynthia L.

Bryce of Coventry, New Castle; a brother, William Mabrey of San Diego, a sister, Louise M. Pia of Las Vegas, and six grandchildren. Services will be Sunday afternoon at 2 at the Faries Funeral Chapel, 29 S. Main where friends may call one hour before services. Burial will be in Odd Fellows Cemetery, Smyrna.

SMYRNA Jane Deamer, 60, of 113 Sunnyside Road, died yesterday in the General Division after a John A. Maslin Sr. John A. Maslin 84, of 1309 Copley Drive, Welshire, died yesterday in Sacred Heart Hospital, Chester, after a short illness. Mr.

Maslin worked with the Allied Chemical Co. in Claymont as a maintenance development specialist before retiring in 1962 after 42 years. His wife, Mary McNab Maslin, died in 1972. He is survived by a son, John with whom he lived; a daughter, Gertrude R. Heaps of Brookview; five grandchildren and 14 grandchildren.

Services will be tomorrow morning at 10:30 at the Gebhart Funeral Home, 3401 Philadelphia Pike, with burial in Lawn Croft Cemetery, Linwood, Pa. There will be no viewing. Instead of flowers the family suggests contributions to charity. Henrietta D. Powers Henrietta D.

Powers, 56, of 2427 W. Eric Drive, Maple Crest, was dead on arrival yesterday at Delaware Division of an apparent heart attack. Mrs. Powers is survived by her husband, Ray two sons, Robert R. of Anchorage, Alaska, and Thomas E.

of Birchwood Park; a daughter, Barbara A. Sayers of Newark; two brothers, Bernard Calhoun of Bina, N.C., and Virgil Calhoun of West Jefferson, N.C.: six sisters, Paris Lewis of Ashe County, N.C., Geraldine McNeal of West Jefferson, Imogene Hamm of Lansing, N.C., Coha Rhodes of Glasgow, Kathryn Miller of Kennett Square, and Maxine McNeal of Cleveland, and seven grandchildren. Brenna KENDALL PARK, N.J. Eu- gene D. Brenna, 43, of 9 Benson Road, formerly of Wilmington, died Wednesday at St. Mary's Hospital, Passaic, of an apparent heart attack. Mr.

Brenna, a native of Wilmington, moved to New Jersey about 18 years ago. He was director of transportation for New England Motor Freight Co. in Wallington. Earlier, he worked for Eastern Freightways in Carlstadt. He is survived by his wife, Frances; three sons, Michael of Los Angeles, Andrew at home and Christopher of Chester, two brothers, Robert in Pennsylvania and Carl of Newark: and two sisters, Charlotte in Maryland and June in Florida.

Services will be tomorrow morning at 10 at Selover Funeral Home, 555 Georges Road, North Brunswick, with burial in Franklin Memorial Park, North Brunswick. Friends may call tonight from 7 to 9 at the funeral home. Elsa E. Paulander Elsa E. Paulander, 85, York Road, Deerhurst, formerly of Merchantville, N.J., died Wednesday in the Memorial Division after a short illness.

Her husband, Carl died in 1960. She is survived by a daughter, Alice P. Bishop of Philadelphia; a grandson, Nils Kingsley Bishop, with whom she lived in Deerhurst: and four great-granddaughters. Memorial services will be Sunday night at 8 at the chapel of Aldersgate Methodist Church, Concord Pike, Fairfax. Burial will be private.

There will be no viewing. Instead of flowers, the family suggests contributions to the American Cancer Society, 1925 Lovering Ave. Rose A. Giacoma Rose A. Giacoma, 86, of 2147 Delaview died Monday in the Rosedale Restorium, St.

Petersburg, after an apparent heart attack. Miss Giacoma worked for 25 years as a clerk in the treasury and finance department of the Du Pont Co. She retired 18 years ago. She is survived by a brother, Michael DiGiacomo, with whom she lived. A Mass of Christian Burial will be offered tomorrow morning at 10:30 at St.

Anthony's Church, Ninth and Du Pont streets, with entombment in Cathedral Cemetery. Friends may call after 9 tomorrow morning at the CorletoLatina Funeral Home, 808 N. Union St. John A. Grady CHESTER, Pa.

John A. Grady, of 1418 Culhane was stricken with an apparent heart attack at his home Wednesday night and died yesterday in Sacred Heart Hospital here. His age was not disclosed. Mr. Grady was a commercial printer with the Cedar Tree Press Co.

in Wilmington, for more than 25 years. he retired two years ago. He is survived by his wife, Margaret Mullin Grady; son, John Paul, at home; a daughter, Charlotte Spence, a Francis Grady, and a sister, Mary Harrington, all of Wilmington; and five grandchildren. Neylan 62, of 1708 Sycamore died Wednesday in St. Francis Hospital after a short illness. Mr. Neylan retired in 1955 as a draftsman for Hercules Inc. after 15 years.

Later he became a draftsman for Sun Shipbuilding and Dry Dock Chester, for six years before retiring a year ago. He was a past commander of American Legion Post No. 1, Wilmington. He is survived by his wife, J. Elizabeth Shortt Neylan; two sons, John J.

III of Arlington, and Richard E. of Wilmington; two daughters, Jeanne Bolen of Wilmington and Mary Ellen Setting of Annapolis, and his mother, Mary A. Neylan of Smyrna. Mass of Christian Burial will be tomorrow morning at 9:15 at St. Elizabeth's Catholic Church, Cedar and Clayton streets.

Wrang, 90, of 11 DeVille Circle, De Ville Court Apartments, died Wednesday in the Chariot Nursing and Convalescent Home, 2735 W. Sixth after a short illness. Mr. Wrang retired in 1955 as a steamfitter foreman with the Gulf Oil Refining Co. in Philadelphia after 27 years with the company.

He is survived by his wife, Martha M. Wrang; two sons, Arvie L. of Elk Forest, and Allan M. of Wilmington; and seven grandchildren, and nine great-grandchildren. Council Passes Resolution Elsmere to Vote on New Charter in April Elsmere Town Council last night passed a resolution to put a new town charter on the ballot for voters to consider in the April 28 municipal election. The new charter, among other things, would: Raise the limit on permit fees, business-license fees and other city charges.

Raise the maximum realestate tax from 1 to 2 percent on each $100 of assessed valuation with council approval. Eliminate the four-year terms of the three appointed public-safety directors who operate the police department and make them eligible for replacement at any time by the mayor and council. Anne A. Investigators Pinpoint Cause of Rail Blast WASHINGTON (AP) A railroad tank car explosion that killed 16 persons in Waverly, last Feb. 22 resulted from failure to notice that the brake had been set on a gondola car, the National Transportation Safety Board says. The set brake caused a wheel to overheat and the Louisville Nashville train derailed.

During the cleanup operation two days later, a tank car filled with liquified petroleum gas exploded, killing '16 persons and injuring 43 others. Redraw the boundaries of the six council districts to make them more equal in population. Mayor John J. Jaremchuk Jr. said the new charter was the product of several years' work by town officials to update the document, which had not been changed since 1967.

He said raising the fee and realestate tax limits "will allow some future council to increase the fees or taxes to keep up with inflation, if necessary." Jaremchuk added, however, "not one member of the council or myself has any intention of raising taxes. We've lowered taxes in each of the past two years." He said that making the public safety directors serve indefinite terms at the pleasure of the mayor and council would give the elected officials more control over police operations. "In the past we've had some problems with the present sysJaremchuk said. "Sometimes they tell us to go take a walk. We believe people elect officials to make the decisions and the appointed officials shouldn't be making the decisions concerning the police department.

The new charter would also change the status of Elsmere from a town to a city, strictly a cosmetic change. "It carries a little prestige with it," Jaremchuk said. "People feel prouder to live in a city." The council also approved the transfer of $11,803 to pay for renovations involved in the move of the police department to the former Poplar Avenue Elementary School. All town offices are moving into the school and $5,000 has been allocated for those alterations. Jaremchuk said the move, which will give the 10 town employees and 14 policemen, more office space, should be complete by March 1.

The school, built in 1917, was closed last year. The town is leasing the building for $1 a year. Renters are being sought to lease the present town hall at 1202 New Road..
