Republicans Doubt' State Ready for Tax Increases POISE. Trlahn m-- Qhnnlrl an i nn i BOISE, Idaho (AP) The week-old 1972 Idaho Legislature lias adjourned for the weekend after receiving a record-shattering budget request from Gov, Cecil Andrus Friday, Andrus reeled off 40 minutes of proposals worth more than $149 million for the 1912.73 (is- cal year with various lax increases to balance them, And the flepubllcans did a little staggering of their own after hearing the chief executive's request, Andrus' minority Democratic lawmakers attempted to ignore the doubts from across (he aisle with high praise for what Senate Minority Leader John Evans, D-Malad, termed a rea- lislic and progressive message, House Majority Leader Terry Crapo, R-fdaho Falls, said the governor's tax proposals would mean a state income 'tax boost of 25 to 30 per cent, adding, "I seriously doubt Idaho taxpayers are ready to shoulder these new burdens," The co-chairmen of the Joint Finance Appropriations Committee said the legislature would never go for the lax increases necessary to meet Andrus' demands, Rep, Jenkin Palmer, R-Malad, said, question whether this is (he opportune And Sen, Richard High, R. Twin Falls said Andrus' proposed elimination of the double deducibility provision in state income taxes "would not help the people it is intended to help," Senate Assl. Majority Leader Dave Bivens, R-Payette: "This message is a turn around from his state of the slate a year ago when he talked about holding the line and austerity," But the equally vocal Democrats were optimistic. Sen, John Mix, D-Moscow, assistant minority leader, said the "time has come to decide -whether we are statesmen and 'whether we can forge a budget will meet the critical needs of the state." "The governor's emphasis on greater state-level effort while Softening the impact of property taxes is most significant and Legislative Log Introduced in House HB 385 (Judiciary, Rules)Regulating public assemblies of more than 1,000 persons for more than 22 consecutive hours and requiring them to provide policing, sanitation and medical facilities.

Newbold, 362 Burley Drive, a total of $3,309.17 from C.H. VanDam, Salt Lake City. In a lawsuit filed in November, 1970, Mrs.

Newbold had asked $2,000, attorney's fees of 51,000 and interest and costs for a loan she said VanDam was to have repaid in December, 1969. The court awarded her the $282.67 Interest, and $26.50 costs. The defendant's attorney told the court last week he could not locate and that a appearance fee check VanDam had given him had been returned by the bank, should go a long way toward giving jdaho an equitable tax program in fact as well as theory," said House Minority Leader William Murphy, D- Wallace, Murphy's Rep, Mel Hammond, D-Rexburg, said the proposed budget is "designed to accomplish the needs, of our state financially without imposing a burdensome increase in our taxes," Evans said he thought the people will "recognize that most of the Increase will be go- Ing to the public schools," More than half of Andrus 1 $19 million increase was earmarked for educational purposes, In other legislative action, a bill to make available a 575 property lax exemption to most homeowners was introduced into the Senate local government and taxation committee. The exemption now available to persons over age 65 would reduce the time an indi- vidual had to be a properly payer from 10 to five years before qualifying for the exemption. The House Health and Welfare Committee sent out for final draft a measure to require fluoridatlon of domestic water supplies.

The new bill provides for a vote on fluoridation if a petition is signed by 15 per cent of the voters in the local governmental unit's preceding general election. If no petition is submitted, fluoridation would be required by 1915. Andrus suffered a setback in the Interim Committee on Ecology as Republican's successfully blocked a move to make the administrator of the proposed Department of EnvU a 1 Protection and Health a gubernatorial appointment, wouldn't be in favor of that even if we were of the same political party," said Rep. Yard chatburn, R-Alblon, who led (lie successful fight. Andrus, a Democrat, asked in his Slate of the state message Monday to place the health administrator under his jurisdiction, rather than the Stale Board of Health as is currently the case.

The ecology committee is proposing a bill to conso'idale all-air, water and solid waste pollution control agencies under one head within the state Health Department, which would then be renamed. The bill was held back for several changes, including the elimination of advisory committees on environmental protection and health services. Under the proposed revison. the board would be given rulemaking, hearing and quasi-judicial powers while the administrator, to be appointed by the board, would have the executive functions. The legislature reconvenes Monday.
