Schneider MILFORD-Charles J. Schneider, 69, of Old Shawnee Road, died yesterday in Milford Memorial Hospital here after a short illness. Mr. Schneider was a retired security guard. Mr. Davidson was an agriculture teacher for 20 years in the Milford school district before retiring in 1968. He is survived by his wife, Jessica B. Davidson; two daughters, Shirley Anne Lloyd of Virginia Beach, and Nancy Jeannette Griffing of West Chester, and two grandchildren. Newman, 24, died Saturday at his home, 2201 Benjamin Franklin Parkway, The Philadelphia medical examiner is investigating the cause of death. Mr. Newman, a former Wilmington resident, was a registered nurse. He had worked in the coronary care unit of Hahnemann Medical College and Hospital in Philadelphia since September 1978, when he graduated from the Wilmington School of Nursing. Mr.

Newman graduated from Salesianum School in 1973. He is survived by his parents, Joseph F. and Marion Alpaugh Newman of Claymont; three brothers, William, Gerald and Mark, and five sisters, Joanne, Jean and Patricia Newman, Margaret Friel and Marion Boyes, all of Claymont, and his paternal grandmother, Kathleen Newman of Springfield, Pa. The funeral will begin at 8 tomorrow morning at White-Luttrell Funeral Homes 311 N. Swarthmore Avenue, Ridley Park, Pa.

Mass of Christian Burial will be offered at 9 that morning at St. Rose of Lima Catholic Church, Eddystone, Pa. Burial will be in Sts. Peter and Paul Cemetery, Broomall, Pa. There will be a viewing tonight at the funeral home.

Margaret M. Maloney Margaret Mary Maloney, 31, of Key West, died Thursday after a short illness at Jackson Memorial Hospital, Miami, Fla. Miss Maloney had worked as a teletype operator for Laird, Bissell and Meeds in Wilmington for several years. She is survived by her father, James Joseph Maloney of North East, her mother, Edith C. Maloney of Newark; two brothes, James Wilmington and Douglas A.

of Severna Park, and a sister, Anne Marie Hoosier of Newark. Services were held in Miami, Fla. She will be buried at National Cemetery in Pensacola, Fla. Basilio Bucciarelli Basilio Bucciarelli, 85, of Sixth Avenue, died yesterday in the General Division after a short illness. Mr.

Bucciarelli retired in 1959 from the old Libro Lincoln Mercury Co. after about 20 years. His wife, Josephine Fontana Bucciarelli, died in 1969. He is survived by two daughters, Albina Sielski and Francis Tomkiewicz, both of Wilmington; a grandson and two great-grandaughters. Services and burial will be private.

Hartenstine 45, of 1706 Newport Gap Pike, Cranston Heights, died yesterday in the Veterans Administration Hospital, Elsmere, after a long illness.

Mr. Hartenstine was a self employed truck driver. He is survived by his wife, Beatrice Wroten Hartenstine; a son, John R. III, at home; four stepsons, Charles Wroten of Glasgow, Gary Wroten of Kirkwood Gardens, Roger Wroten of Mill Creek Trailer Park and Brian Wroten, at home; a stepdaughter, Joyce Ann O'Neal Roselle; two brothers, Harry W. of Hockessin and William C.

Allen Gwendolyn W. Allen, 72, of 1302 Hillside Holly Oak Terrace, died Sunday in Riverside Hospital after a long illness. Mrs. Allen's husband, Julian died last July. She is survived by a daughter, Gwen.

Wilmer G. Marple Jr. Wilmer G. Marple 54, of 2 Tuxedo Park, Maryland, in St. Francis Hospital after being stricken with an apparent heart attack.

Mr. Marple was a textile research technician for the Du Pont Co. at Chestnut Run. He is survived by his wife, Ruth M. Marple; two sons, Curtis A.

Sr. of Newark and Eugene W. of New Castle; his mother, Mildred Marple Parsons of Wilmington; two brothers, Robert P. Faulkland Heights and Walter of Marshallton, and six grandchildren. Services will be private and there will be no viewing.

Lofman Eva Brower Jarrett Lofman, 91, a resident of the Episcopal Church Home, Lancaster Pike and Old Wilmington Road, near Hockessin, since 1969, died there Sunday. Death was attributed to natural causes.

Mrs. Lofman's husband, Leon Rambo Lofman, died in 1972. She is survived by two daughters, Mrs. Luther D. Reed of Wilmington and Mrs.

Cecil unit accused of zoning meddling ELKTON, Md. A former chairman of the Cecil County Board of (zoning) Appeals last night told the county commissioners to quit meddling with county zoning boards.

John DeL. Moomaw, chairman of the zoning appeals board from 1976 until his resignation last month, used a public hearing on a zoning ordinance as a forum to blast the county's three commissioners and explain why he resigned. The commissioners are making a mockery of the planning commission and appeals board, he charged, accusing them of "illegal interference." If the commissioners don't change their attitude it could lead Tuesday, May 15, 1979 25 Ex-official of B'nai B'rith dies at 60 Beatrice Dubroff, 60, of 1207 Grinnell Road, Green Acres, near Wilmington, died yesterday in the General Division following a long illness. Mrs. Dubroff had been involved in many community activities, ranging from programs for senior citizens to civil rights demonstrations.

As a member of the Wilmington chapter of the National Association for the Advancement of Colored People (NAACP), she participated in several of the major civil rights marches in Washington. She was a former president of the women's section of the B'nai B'rith and editor of its newsletter. She was also a leader of the Lesiure Group, sponsored by Temple Beth Emeth and the Jewish Community Center. She served on the auxiliary of the Kutz Home, near Wilmington. She is survived by her husband, Howard S.

Dubroff; three sons, Richard of Kemblesville, Robert of Woodrock, near Wilmington, Victor of Green Acres; a daughter, Connie of Green Acres; her mother, Lillian Kahn of Belfonte; two sisters, Sylvia Berger of Claymont and Anna Berman of Wilmington; and seven grandchildren. Woman's not guilty plea OK'd A not guilty plea to criminally negligent homicide in the death of a Superior Court bailiff was accepted yesterday by a judge from another court, specially appointed to preside in the case. Vice Chancellor Grover C. Brown of the Court of Chancery accepted the plea by Vinore L.

Chase, 18, of 100 block W. 6th charged in the April 26 death of William F. "Stoney" Davis. Davis, 66, of 607 S. Heald collapsed and died after helping place Miss Davis in an elevator in the Public Building.

She had been sentenced to 59 days in jail for contempt of court during the sentencing of her brother, Willie Chase, 19, to seven years for theft. He escaped, but was recaptured last week. Brown was named to preside in the case by Chief Justice Daniel L. Herrmann, who was asked by Superior Court President Judge Albert J. Stiftel to appoint a jurist from another court to avoid any suggestion of conflict of interest.

Miss represented by Charles Kennedy. State prosecutor Richard J. McMahon, who is prosecuting the case, was present and moved for Miss Chase's arraignment. Brown set bail at $1,000, unsecured and set July 16 as the trial date. The action means that Miss Chase will be released a few weeks before the trial after she has completed her sentence for contempt.

Ruth N. Wetsten Ruth Noble Wetsten, died May 8 at her home in New York- City after a long illness. Her age was not disclosed. She is survived by her husband, Ralph a brother, Clement Noble of Dover, and a sister, Louise Lane of Towson, Md. Graveside services will Thursday morning at 11 in Denton, Md.

Cemetery. By CELIA COHEN to "political abuse of private property rights," Moomaw said. County commissioner Franklin D. Ragan denied the charges. He said the commissioners are not trying to run a dictatorship.

"We are trying to do what we think is right," he said. Moomaw had two bones to pick with the commissioners. First, he criticized them for passing a resolution ordering the appeals board to deliberate and vote in public, even though state law permits the board to set its own procedures. The board had been operating in closed meetings. Second, he criticized the proposed zoning ordinance, which would permit the commissioners to appoint new members to the two boards.

Moomaw said members of both boards should be permitted to serve out their terms. Moomaw added that the commissioners' actions were not the result of, "evil intentions," but stemmed from overenthusiasm of newly elected officials. All three commissioners are serving their first term. Moomaw's comments drew applause and cheers from the crowd of 150 people who attended a planning commission hearing at Cherry Hill Middle School. The crowd also shouted its disapproval of the proposed zoning ordinance, claiming that it violated its rights as property owners.

Further, the crowd charged that county officials ignored public opinion. "You are now in Russia," one participant heckled. A shouting match broke out when commissioner Ragan took the stand. He was accused of being blind to people's wishes, a charge which he firmly denied. "I'm up here to represent you," he said.

The proposed ordinance was released last month. It is designed to overhaul the county's existing zoning ordinance, adopted in 1962. The major changes include: reorganizing the two planning boards; creating more space for mobile homes; liberalizing procedures for industries to relocate in the county, and clarifying and revising specific zoning categories. A second public hearing will be held by the county commissioners on June 11..
