The American Federation of State County and Municipal Employees Local 459 had sought to compel the county to rehire the workers. The appeal followed an unsuccessful attempt in July to win a Chancery Court injunction to prevent the firings. A representative of the American Arbitration Association, who heard both sides of the argument three months ago, released the decision this week.

The union wanted the county to cancel contracts it has with Colonial Cleaning of Wilmington to provide custodial service for the City-County Building and the Public Safety Building. The union argued that the $50,000 spent annually for the service should be used to rehire the workers. County officials contended it would cost four times as much for county workers clean the buildings because of union minimumwage agreements. 17: Wilmington youngsters to dances and other functions. When the two buses arrived at the center for the Nov. 26 dance, Beasley said, he told Flowers the event was for Newark residents only. Flowers objected, Beasley recalled, "saying that if his kids weren't allowed into the party, there wasn't going to be a party." "Rather than make a big scene," Beasley said, I decided it was best not to take a chance and let the dance take its course." The damage included a sink being torn from a wall by a young woman sitting on it, according to Beasley. The damage all was caused by Wilmington youngsters, Beasley said.

No charges were filed in connection with the incident, he said. Flowers could not be reached for comment.
