THET A nTT-fr ATLANTIC CITY RETURNS TO CIVILIAN LIFE CHECK OUTPUT LAG Committee Members to Visit Plane Identification Plants During Tour of Inspection WASHINGTON, Aug. 4 (-TV-Members of the Truman war investigating committee, beginning an aerial swing through the South and Midwest to visit aircraft modification plants, projected today an inquiry to determine whether the current failure to reach war production quotas can be charged to over-confidence of changeovers in equipment. Senator Kilgore (D-W. Va.) aid the committee would pay particular attention to morale conditions and Senator Ferguson (R-Mich) added the effects of changes in equipment would be studied in view of the statement by Lieut.

Grehon B. Somervell, chief of the Army Service Forces, that production has fallen about $300,000,000 behind schedules in the I last three months. "If this let-down is caused by changeovers in equipment, it doesn't mean much, but if it is due to a feeling that we have already won the war and there in no longer need for maximum production effort, it is serious," Ferguson told an interviewer. Will Check Plane Contract The group will get first hand information on the effect of the War Department's cancellation of contracts with Andrew J. Higgins and the Curtiss Wright Company's Louisville, Ky plant for the manufacture of C-76 wooden cargo planes.

New awards are to be made' to the companies for the manufacture of C-48 Commandos, metal planes. Commenting he thought the can cellation "wise," Hugh Fulton, committee counsel, said members would inspect the Higgins plant at New Orleans with the idea of determining how long it would take to get the metal planes in production. To Visit Plants Accompanied by Fulton, Ferguson and Kilgore left here by plane today for Birmingham, Ala, where they will inspect an airplane modification center tomorrow. At such centers planes off the production lines are outfitted with latest improvements and special equipment for their assignments, before being sent to the battlefronts. In addition to Birmingham and New Orleans, the committee will visit plane plants and modification centers in Dallas, Fort Worth, Kansas City, Omaha and Chicago.

Chairman Truman (D-Mo.) will join the group in Dallas and Senators Hatch (D-N. and Connally (D-Tex.) may accompany other members of part of the tour. Kilgore said the inspection trip would complete the committee's on-the-ground investigation of the aircraft industry. He said a report covering all phases of aircraft manufacture would be forthcoming shortly after Congress reconvenes in September. CONNER, BAILEY LEAD IN MISSISSIPPI VOTE JACKSON.

Aug. 4 Thomas L. Bailey, Meridian lawyer, tonight held a comfortable lead over his opponent, Lieutenant; Governor Dennis Murphree, in a two-man race to determine who will oppose Martin Sennet (Mike) Conner in a run-off primary Aug. 24 for the Democratic gubernatorial nomination tantamount to election In Mississippi. With only a few small rural precincts not yet tabulated, Conner maintained an increasing and sizable lead over the four-man field.

Bailey trailed him with a large but not yet conclusive lead over Murphree. Lester Franklin, the fourth candidate, was out of running. Returns from 1,123 of the state's 1,687 precincts gave Conner 61.044 votes. Bailey 38.211, Murphree, and Franklin 19.156. The primary yesterday capped one of the quietest campaigns in Mississippi history, in which no issues of any significance were rased.

Five other state-wide offices and thousands of county and local posts were filled. Nickels! Dimes! Quarters! They can be your share toward building the mystery ship Shangri-La. Wildwood Crest's popularity among the thousands of summer vacationists is readily proven this summer by many new residents from Washington. Wilmington, Baltimore, and the Philadelphia area.

Fishing continues to lure the anglers to the surf and from docks. From the Wildwood Crest Fishing Club, large catches of kings and weaks are being made. WASHINGTON. Aug. 4 (INS War Production Board officials, faced with increasing production demands and a diminishing labor supply, are greatly concerned over an extraordinarily high labor turnover rate, it was disclosed tonight.

The labor turnover is now running at the rate of. eight per cent per month in all manufacturing establishments, it was learned. The rate has been at a "grotesque" level for more than a year, and apparently has been little affected by the War Manpower Commission's so-called wage-job freeze order," officials declared. The extent to which war workers are quitting their" jobs, and tak ing jobs elsewhere, is said to be partly responsible, at least, for recent disappointing war production trends. Definite Freeze Discussed Because of the turnover rate and a widening area of critical manpower shortages, renewed emphasis is being made, in official discus sions, on the need for allocating manpower and a definite job freeze order that would be much tighter than the present system.

In order to reach and maintain cargo ship production schedules, which call for 19,000,000 deadweight tons this year, officials explained, shipyards are under the necessity of hiring 400,000 additional workers between March, 1943, and March, 1944. The labor turnover rate is so high, however, they declared the yards actually will have to hire 1,800,000 workers in order to get a net increase of 400,000. There is now only 1,600,000 workers at work in shipyards. But, of course, many of the 1,800,000 will be hired several times by different yards, owing to the rate of migration from job to job. Efficiency Loss Great No figures are available, officials said, on the loss of man-hours from the extremely high wartime labor turnover, but they declared it was considerable.

Moreover, they said, there is a very great loss of efficiency. There are many reasons, officials said, for the high labor turnover rate. They include the high cost of living, housing difficulties, desire for a better job, higher wages elsewhere, desire to go back home, etc. One official remarked, however, a basic difficulty is "simply the fact that these workers don't get the idea that they are in the war and don't seem to realize the importance of what they -are doing." J. There is no real food problem in Ocean City. With well-directed foresight. Mayor Clyde W. Struble and the city commissioners in collaboration with the restaurateurs and commodity dealers have planned for the record-breaking influx of vacationers who are making history in the summer statistics of the city.

The once popular Seventh Street bathing beach, which has been closed for a number of years because of beach erosion, has been reclaimed by the new system of jetties and is again open to bathers and enjoying its old-time popularity. This adds one more to the increasing list of newly reclaimed beaches. Equestrianism is one of the season's popular vogues among the younger set, who find the winding ways of the "Gardens" section and the 'wide, hard beach at the extreme northern end of the city made to order for this form of recreation. The annual casting tournament featured by the Ocean City Fishing Club will be held on Aug. 14, on the beach adjacent to the club fishing pier, at Fourteenth Street.

Most of the major clubs along the Atlantic coast will compete for the $2,000 trophy, as well as for championship status. S. 158 New Vessels Built In June, 9 Less in July But Larger Craft Produced Now WASHINGTON, Aug. 4 (IP) The American merchant marine has grown from about 10,500,000 to 000,000 deadweight tons since Pearl Harbor. This was shown today by two gov ernment statements. The Maritime Commission announced that new construction in the first seven months of this year totalled deadweight tons, "equivalent to the ocean-going deadweight tonnage" prior to Pearl Harbor.

250 Per Cent Rise Reported This, coupled with a recent statement by Rear Admiral Emory S. Land, commission chairman and War Shipping that the merchant fleet had increased 250 per cent since Pearl Harbor, indicated that the present volume slight ly exceeds 26,000,000 deadweight tons. Land's announcement that the fleet had increased 250 per cent was made in connection with the recent statement that the United States is chartering merchant vessels to Allied nations in need of tonnage. These nations have access to pools of maritime personnel due to severe ship losses during the war. Great Britain under the arrangement will receive 15 to 20 ships a month for the next 10 months.

Vessels also will be transferred to the Norwegian, Dutch, and Greek governments. 1,046 Ships In 7 Months In June, merchant ship builders delivered 158 new vessels totalling 1,670,700 deadweight tons, bringing the seven-month total to 1,046 vessels aggregating 10,485,500 deadweight tons. Nine fewer ships were delivered in July than in June, but the tonnage remained about the same because of emphasis on larger units. Production of ships in the first seven months of the year neared peak capacity, exceeding production for all of 1942 by nearly 2,500,000 deadweight tons. To meet this year's goal, ship yards must deliver about 8.500,000 deadweight tons in the final five months of 1943.

COAST GUARD SALUTED ON 153RD ANNIVERSARY WASHINGTON Aug. 4 lP) The Navy saluted the Coast Guard on its 153rd birthday today as Secretary Knox observed the two services have "shared the highest traditions of the sea and many, of the greatest chapters in American history." Declaring the Coast Guard is as sisting in nearly every theater of major war operations, the Navy Secretary added in a Coast Guard statement "the losses the Coast Guard has suffered are evidence of its de votion to duty." 9-30. WILMINGTON 8th and Bancroft Parkway WON TONS This sums up the natural gift that blesses Atlantic City and keeps us cool. Dietch said that, with, sudden shift of the wind to seaward, he has seen temperature drop as much as 25 degrees in 10 minutes. And that's why people continu to flock to Atlantic City despite gas restrictions, travel bans and th discomfort of present-day travel of all sorts.

That's why this resort is today enjoying the greatest patronage in its 89-year history, with rooms at a premium and hotels nearly filled with reservations four and five weeks in advance.
