RUMORS OF NEW RED POLICY AROUSE BERLIN BERLIN, May 6 (TP) Berlin buzzed with reports tonight that the Russians are preparing some dramatic new step in their German policy.

These reports hinted the Kremlin might be aiming to beat the western powers to the punch on some such action as easing occupational controls, a move which would be popular with the Germans. The outraged German reaction to the Russian announcement this week that the repatriation of German prisoners of war is ended suggested the Kremlin has a propaganda problem on its hands. The West Berlin press said the three top men in East Germany's Communist government had been summoned to Moscow to receive "important new decisions" on German policy.
