2 UP) Hollaac's government, seeking by every means to avoid anything that could be used to throw her strict neutrality into question, introduced an emergency bill in Parliament today by which it can stop Dutch companies from binding themselves to foreign control measures. The legislation will empower the ministry of economic affairs to decide whether Dutch irms can make declarations or submit to supervision such as is demanded by the British contraband control authorities in blockading shipments to and from the Netherlands which might benefit Germany. Some Dutch companies have had to accept various kinds of British control in order to carry on their business, government circles said, yet some of these arrangements might work against the best interests of the country as a whole. FOODS INTO ITALY GENOA, Feb. 2 (iP) Police today arrested 40 persons accused of conspiring to smuggle merchandise into Italy aboard Italian liners on American routes and seized 15 tons of goods they said had been fraudulently imported. Officials said the alleged smugglers had operated with the aid of agents employed aboard the liners. The seized merchandise, which included dried fruit from California, cocoa, coffee and canned meat, was found stored in warehouses in Rome, Genoa, Florence, Milan and peals, in the office of Mayor Walter W. Bacon next Wednesday morning.
