Feeley Sr. told the FBI that the liquor store owner refused to turn over his wallet, cocked his fist, and hurled a racial slur at his killers, according to an alleged confession. Two holdup men took about $150 from the Sandbar Liquor Store cash register before asking for the wallet, according to testimony Thursday at a preliminary hearing for two of the three murder suspects. Baxter, 21, allegedly confessed to the crime when he was arrested by the FBI in Baltimore last week. Baxter said James W. Riley, 22, shot the 59-year-old Feeley once in the knee and once in the chest, Dover police Detective H. Lee Ford testified. "You might as well kill him now," Baxter allegedly told Riley as Fee-ley threw a wine bottle after his arrest at a Baltimore hotel last week, led to the arrest of Riley in Baltimore the next day and Williams in Dover Saturday, Ford said.

According to Baxter's statement to the FBI, the three planned the robbery and drove to the liquor store early the afternoon of Feb. 8. Baxter and Riley entered the store and purchased a quart of beer "to get the cash register opened," Ford said, then announced the robbery. Baxter's statement coincided with the way police had re-enacted the crime, and contained unre-leased descriptions of details, Ford told the court. Physical evidence in the case included a fingerprint identified as Riley's on a quart beer bottle in a bag next to the cash register, he said.

Feeley's wife died in December 1980. The couple had four children, now aged 11 to 21. hearings that the insurance department was acting in "a discriminating manner toward Blue Cross, and was not acting in the public inter-' est." In a letter dated May 12 to Robert C. Cole president of Blue Cross Blue Shield of Delaware deputy insurance commissioner Stanley R. Habiger says the department has decided at the present time a better use of its resources will be to publish a consumer's guide to various local and national insurance benefits available. Cole commended the idea of the publication, but said Thursday that Blue Cross representatives had "made it very clear we intended to prove our case We were prepared for a public hearing." Carlton Turner is President Reagan's chief adviser for drug policy and has studied drugs and chemistry for more than a decade. He has published more than 90 research papers on the subject, according to Rose Downes, media coordinator for the program. Turner also has headed cooperative programs on drug abuse with agencies in 30 foreign countries. Other speakers include Susan Rusche, executive director of DeKalb County Families in Action in Atlanta, and a national activist for the ban of drug-paraphernalia sales; Treva Hewlett, president of Delaware Drug Defense U.S. Rep.

Thomas B. Evans Delaware Lt. Gov. Michael N. Castle and state Sen.

Herman M. Holloway D-Wilmington, chairman of the Senate Committee on Health and Social Services. Evans said that after the conference's keynote speeches, "representatives from public and private Delaware organizations responsible for prevention programs will lead workshops in which community leaders can share information."
