This has been the attitude of the National Association ever since it was organized, Mrs.

Brassington said, and has been unaffected by the branching Off of he Congressional Union about two years ago. It has been the policy of women of the National Association not to take part in any political campaign from a partisan standpoint, she said, as it was believed their cause was larger than any one political party or any one set of political principles. The National Association stands for a federal amendment to the consitu-tion, she said, just as the Congressional Union does, but it wishes to obtain this amendment not necessarily from Republicans or from Democrats but from the National Congress as a non-partisan body. The Congressional Union, it is explained, has been opposed to President Wilson and the Democratic Houses of Congress, it was alleged, because the President and Congress failed to grant equal suf All Must Give Strict Heed Lest Ghosts Annoy. will visit more man ouu imiwiwu cities throughout the country before election day.

One of the pleas of the speakers Is to "pair for prohibition," the suggestion being that Republicans and Democrats will vote for the Prohibition party candidates in pairs, thus saving their own candidates but voting also for the Prohibition candidates. This idea springs from the tact that former Governor Hanly was at one time a Republican leader, and Mr. Landrith was prominent at one time in Democratic circles in the South. It Is pointed out that this visit of the two Prohibition candidates is an unusual thing in national politics. Fori this reason It Is expected there will be I a good deal of Interest shown In thej visit.

Protective Tariff Chief Theme. Charles E. Hughes went through industrial cities of Ohio today, mak the empire. The second suggestion is that the statesmen who control the present destinies of the nation are secretly disturbed at the rapid growth of the movement of democracy which recently culminated in the arrangement of two parties, and that they wish to check a constitutional progress for which they believe the nation is not yet prepared.

The latter explanation is the one that seems to appeal to the masses of the Japanese people, who, as their voice is reflected in the press, condemn the circumstances of Terauchi's appointment as a defiance of the rights of the people, and a reactionary violation of the spirit and underlying principles of the constitution which was granted by Emperor Mut-suhito. To this idea, the women of the National Association are opposed, Mrs. Brassington said, because they believe the President and Congress probably had good reasons for not passing a federal woman suffrage amendment and did not fail simply because they were Democrats. Before audiences at East Liverpool, Wellsville, Steuben-ville, Mingo Junction, Dennison, Zanesville and here tonight, the nominee declared that America was not prepared to meet the commercial competition of an energized Europe after the war, and that American industry would suffer in those days were it not protected. Mr. Hughes was received by audiences which cheered and applauded him frequently. Many were turned away from Me Gravity is but the rind of wisdom; but it is a preservative of International fame.

Sometime Saturday night he got up and dressed, gathered together what clothing he had there and rolling it into fa. bundle threw them out of the window. Next he threw his shoes out and then, it is believed, he himself, jumped out as it is the opinion of the hospital attendants that he intended to make his escape. He must have miscalculated the distance to the ground for he fell on his head on the cement sidewalk and his skull was crushed.

Just what time he made the leap is not known, for none of the other men in the same room with him heard him moving about during the night. Nothing was known of the affair until Sunday morning when some of the Negro patients missed Chapman, saw the window open, and looking out discovered his body lying on the sidewalk below. They notified attendants and when the body was picked up it was found the man had been dead for several hours, so that he must have made his attempt to escape shortly after retiring for the night. men will be abroad.
