A 30-foot surf rescue boat from the Ocean City station picked the other two off the floating wreckage of the 25-foot boat at 10:32 a.m., "They were in pretty bad shape," Shelton said. Knitt, 30, the owner of the Hazel and Polinski, 48, were admitted to the hospital in stable condition, the hospital spokeswoman said. Downey, 46, was admitted in critical condition, but he quickly improved. Shelton said the boater who first reported the incident told authorities that he thought he saw the partially sunken hull of another boat at about the same time.

A search by Coast Guard boats and aircraft was suspended at 2 p.m., he said. The boater has since told Coast Guard officials that he may have mistaken part of the wreckage of the Hazel D. for another boat. "The debris that we did recover was all related to the Hazel Shelton said. "These people were especially lucky that the other person stumbled across them," Shelton said.

"They were very fortunate with the conditions out there." He said the seas were about 7 feet high and breaking in the area where the boat capsized. John C. Coyle ELKTON, Md. John C. Coyle, 72, of 113 Bridge died Friday at home of an apparent heart attack.

Mr. Coyle was a meat manager at the store in North East before World War II. After serving in the Navy during the war, he attended barber school. A self-employed barber, he opened a shop at his house in North East, and in 1962, he moved his business, John's Barber Shop, to the Bridge Street address. He was semiretired.

He was a member of Immaculate Conception Catholic Church, Elkton. He is survived by a brother, Patrick J. of Childs; and a sister, Mary A. Biddle of Port Herman. Mass of Christian Burial will be offered Tuesday at 11 a.m.

in Immaculate Conception Catholic Church, Elkton. Friends may call Monday after 7 p.m. at Gee Funeral Home, 259 E. Main Elkton, where the rosary will be recited at 8:30. Burial will be in Old Immaculate Conception Cemetery, Bridge Street, Elkton.

John T. Mulrooney John T. "Pat" Mulrooney, 85, of 300 Pyramid Stockdale, died at home Thursday of heart failure. Mr. Mulrooney was a yardmas-ter for the Pennsylvania Railroad.

He retired in 1967 after 53 years, having joined the railroad at the age of 12. He was a member of Holy Rosary Catholic Church and the Wilmington Turners Club. His wife, Mary died in 1977. Surviving are a son, Joseph F. of Lancaster Village; two daughters, Ann Marie Ingalls of Seafoid and Patricia Ann Mulrooney of Clay-mont; a sister, Jule Clark of Edge-moor Terrace; and four grandchildren.

Mass of Christian Burial will be offered at 10:30 a.m. Monday in Holy Rosary Catholic Church, 3200 Philadelphia Pike. Friends may call tonight from 7 to 9 at Gebhart Funeral Home, 3401 Philadelphia Pike. Burial will be in Cathedral Cemetery, Lancaster Avenue. Ethel R.

Horseman DELMAR, Md. Ethel R. Horseman, 78, of Old Delmar Road, was dead on arrival Saturday at Peninsula Medical Center, Salisbury, of cardiac arrest. Mrs. Horseman was a home-maker.

She was affiliated with the Wesleyan Church. She is survived by her husband, The Rev. E. Linwood Horseman; five sisters, Hazel Robinson and Leona Robinson, both of Lakeland, Blanche Hampshire and Gertrude Lecates, both of Delmar, and Pauline Stahl of Salisbury. Services will be Wednesday at 2 p.m.

in Short Funeral Home, East Grove Street, Delmar, where friends may call one hour earlier. Burial will be in St. Stephen's Cemetery, Delmar, Del. William Harvey Fleming GREENSBORO, Md. William Harvey Fleming, 65, of Boyce Mill Road, died Thursday at home of a heart attack.

Mr. Fleming, who retired in 1986, was a power service operator at Du Pont Seaford (Del.) Nylon plant for 41 years. He was an Army veteran of World War II. He is survived by his wife, Sylvia; a son, Mark of Baltimore; his mother, Rose Fleming of Golds-boro; two; brothers, Ralph of Med-ford, and Ray of Harrington, two sisters, Bernice Laramore of Greensboro and Mary Bishop of Cheswold, Del. Services will be at 11 a.m.

Monday in Boulais Funeral Home, Greensboro, where friends may call one hour earlier. Burial will be in Greensboro Cemetery. Instead of flowers, the family suggests contributions to the American Heart Association, Maryland Eastern Shore Division, Salisbury. William T. Cope Jr.

OXFORD, Pa. William T. Cope 68, of Pine Street, died Friday of a cerebral hemorrhage in Southern Chester County Medical Center, Jennersville. Mr. Cope, who retired in 1986, was a self-employed general contractor for many years.

He was an Army veteran of World Warll. He is survived by four sons, William F. of Westport, Gerald of Baton Rouge, Andrew of Elkton, and David of Galena, two daughters, Catherine Bitter of Worton, and Susan Cope of Salisbury, a brother, Andrew P. of Wilmington, two sisters, Dorothy Moore of Albuquerque, N.M., and Ann D. Raddatz of Taylorville, 12 grandchildren and two great-grandchildren.

Memorial services will be Monday at 11 a.m. in Fellows Funeral Home, 226 E. Main Cecilton, Md. Instead of flowers, the family suggests contributions to the American Cancer Society, in care of Fellows Funeral Home, Cecil-ton. Brennan services Mass of Christian Burial for Leo F.

Brennan, a senior vice president at Bank of Delaware who died Thursday, will be offered Tuesday at 11 a.m. in St. John the Beloved Catholic Church, Milltown Road. Burial will be in All Saints Cemetery, Kirkwood Highway. There will be no viewing.

In addition to his survivors whose names appeared in the News-Journal papers Saturday, Mr. Brennan is survived by two brothers, Alfred E. of Weldin Woods and James P. of Carrcroft; and a sister, Mary Lemon of Hillcrest. By TED CADDELL Staff reporter OCEAN CITY, Md.

Three fishermen whose boat capsized and broke up in the breakers off Ocean City Inlet on Saturday were "especially lucky" to survive, a Coast Guard official said. George Knitt, of Baltimore, and passengers Peter Polinski and Dick Downey, both of Latrobe, were in stable condition Saturday night at Peninsula Medical Center, Salisbury. A hospital spokeswoman said all three were treated for near drowning when they were brought in. A Coast Guard spokesman from the District 5 Operations Center in Portsmouth, said the three were apparently unable to radio a distress call when their boat capsized. Lt.

Greg Shelton said another boater, who was not identified, saw the capsized Hazel D. about a mile off the beach and reported it to the Ocean City Coast Guard Station at 10:20 a.m. Shelton said authorities are not sure how long the men had been in the water before the other boater saw them. "We are waiting to debrief those involved. They are still being treated at the hospital," he said Saturday night.

Shelton said the boater who reported the accident picked up one Housing Continued from Bl lin's weekly salary of $356.40. But after getting workers' compensation approval, McLaughlin will have to repay the housing authority, according to Sally G. Archibald, authority director. McLaughlin said her insurance company has been handling her bills and will seek compensation from Rockwood Insurance Co. of Columbia, which insures the authority.

Both McLaughlin and Archibald said they have been told that Rock-wood will seek compensation for the bills and McLaughlin's salary from Johnson. McLaughlin said she doesn't know when she will be able to return to work. A spokeswoman for Rockwood said Friday that the company is still investigating the claim. Johnson has declined comment on authority matters. A few hours after the alleged shoving, McLaughlin filed charges of assault and harassment against Johnson in District Court.

Toward midnight on that same night, McLaughlin was fired by Ponce and Johnson. That firing, which McLaughlin contends was illegal, surfaced during a meeting between Ponce and Johnson the only members of the five-member board still serving and federal Housing and Urban Development officials in Baltimore two weeks ago. HUD officials discussed the firing "in some detail" and were told by Ponce and Johnson that they would "take a look at the situation," said Lee A. Palman, chief assistant of HUD's housing management branch. HUD, which provides guidelines for the independent authority, may prod municipal officials to replace the three board members who have resigned since April, Palman said.

Mayor James G. Crouse nominates candidates to the board, who are then confirmed by Town Council. The board has operated with only two members for the last month. So far, Crouse has not nominated replacements. In early August, Ponce and John-son, who serve voluntarily, assumed maintenance and placement duties for the authority, which operates three 50-unit housing facilities in Elkton.

But within the last two weeks, Archibald said she has taken over those duties because Johnson, who serves as chairwo-, man, has distanced herself from the' authority's day-to-day operations. Archibald said Johnson is not signing authority checks and that the authority now owes about $260,000 in bills that need immediate payment. On Thursday, Johnson signed a check for one landlord in the authority's rent subsidy program who had complained to Town Council, Archibald said. But Johnson refused to sign other checks, she said. Thursday also marked the final day of work for the authority's maintenance supervisor, who resigned because of difficulties with board members.

In a resignation letter, Henry C. Holland III said "the board has made it impossible for me to do my job." A hearing on the charges against Johnson is scheduled for Oct. 6. in District Court. A hearing on a charge of disorderly conduct in a public place filed by Archibald against Johnson and Ponce is also scheduled for that date.

William M. Shirley MEDIA, Pa. William M. Shirley, 72, of Fifth Street, died of a heart attack at home Friday. Mr.

Shirley managed the Swarth-more Co-op from 1946 until he retired in 1977. He was a member and a past captain of the Swarthmore Fire Company and a member of the Swarthmore Lions Club and the Veterans of Foreign Wars. He was an Army veteran of World War II. His wife, Elizabeth Abernathy Shirley, died in 1973. When troopers arrived at his mobile home on Kent 284 north of Kent 286, about two miles south of Felton, Vincent was alone in the trailer. His mother and sister had taken refuge at a neighbor's residence.

He came to the door, and told police he was not coming out. At one point, he broke out a window and pointed a revolver at police. A short time later, he fired a single shot, but police said the shot was not aimed at anybody and apparently lodged in the wall of his home. A state police trooper and Vincent's father began talking to him on the telephone from a neighbor's home, and convinced him to surrender. He was taken to Delaware State Hospital near Minquadale and admitted for observation.
