Governor Andrew Johnson, of Tennessee, and the Guerrillas. the Nashville Union, May We give below a highly importaut proclamation from Governor Johnson. la our judgment it meets the case exactly It is a well timed aud well aimed blow, and will place a wholesome restraint on those freebooters and marauders who are now carrying on the chief work of the rebellion: EXECUTIVE OFFICE, NASUVILLE, May 9, 1802. Whereas, certaia persons unfriendly and hostile to the Goverument of the United: States have banded themselves together, and are now going at large through many of the counties iu this State arresting, maltreating and pluudering Union citizens wherever found: Now, therefore, Andrew Johnson, Governor of the State of Tennessee, by virtue of the power and authority in me vested, do hereby proclaim that in every instance in which a Union man is arrested and maltreated by the marauding bauds five or more Rebels from the most promi-' nent in the immediate neighborhood shall be arrested, imprisoned and otherwise dealt with as the nature of the case may And further, in all cases in which property, of citizens loyal to the Government of the United States is taken or destroyed, full, and ample remuneration ghall be made to them out of the property of such Rebels i in the vicinity as have sympathized with and given aid, comfort, information or encouragement to the parties committing such depredation.

This order will be executed iu letter and spirit. All citizens are hereby warned, under heavy penalties, from entertaining, receiving or encouraging such persone 80 banded together or in any wise connected therewith. ANDREW JOHNSON. Edward II. East, Secretary of State.

bill giving bounties to soldiers, which passed the Senate on Monday, appropriates $6,000,000 for that purpose. It is in accordance with the act authorizing the ew ployment of volunteers, passed in July last, a section of which is as follows: Section 6. And be it further enacted, That any volunteer who way be received, into the service of the United States under this act, and who may be wounded or otherwise disabled in the service, shall be cutitled to the benefits which have been or unay be conferred on persons disabled in the regular service; and the widow, if there be one, aud if not. the legal heirs of such as die or may be killed in service, in addition to all arrears of pay and allowauces, shall receive the sum of $100. Edward Stanley, the newly appointed Governor of North Curolina, arrived in New York on Wednesday, from California.

Ile is a native of the former State, and when young was elected District Attorney, and, after completing his term in a manner satisfactory to the publie, be WAS returned to the State Legislature. His tact and ability were already so well known in the State at large that be was chosen Speaker of the house. lle was afterwards clected to Congress from the Newbern districe; and served in that capacity for many years. At the close of his Congressional he was chosen by the Legislature of North Carolina as Attorney Geucral of the State, which office he filled for some time with the same capacity and regard for the public interests which had marked his ployment in other positions. The Union feeling at Nashville was demonstrated very forcibly, on Tuesday.

by a large mecting of the citizens in the of the House of Representatives, in which many leading gentlemen from all parts of the State participated, including representatives from Memphis. Resolutions were adopted by acclamation setting forth that the safety and weltare of their relatives and friends in the Rebel army and prisons can only be assured by the return of Tennessee to the Union; that Congress be appealed to to end the war; complimenting the Union officers and soldiers on their considerate and approving of Governor Johnson's Addresa of March 18. A general reaction in behalf of the Government and the Union is evidently taking place in Ten- nessee. SUICIDE AT M. Wise, aged 18 years, committed suicide at Frederick, on Monday night last, by taking laudanum.

It appears she was the betrothed bride ofa young man named Dennis Stull, a soldier in the Federalarmy, who died a few days agofrom wounds received in battle. The Examiner says that at the funeral of her lover she placed her likeness under his head, and remarked she would not long survive him, and when her own death was discovered, the photograph of ber betrothed was found under her bead, signifying the wish that it should be interred with her remains.
