May Use Satellites For Road Mapping LANSING (UPI) The day may soon come when highway engineers wanting an aerial photograph of the earth's sur-! face can order one from satellite 500 miles up, state officials said today. The Highway Department now makes use of aerial photos but they're shot from airplanes at about 3.000 feet. In the future.

however, department officials said. satellites promise to provide the most accurate methods for accurate land surveys. Land surveys over long stretches of road require corrections by designers to account for the curvature of the earth. Department officials said satel-: lite surveying would help simplify some of these problems. Niles Okays Plan To Trap Pigeons NILES (UPI)-The pigeons in Niles are strictly for the birds.

They're going to become meals for a covey of falcons owned by John Kinne, a junior high school science teacher. The City Council has agreed to let Kinne trap the pigeons. He plans to use the aerial ladder from the fire department and a public works snorkel truck to rouse the birds from their roosting spots atop downto town Kinne buildings. offered to do the job for nothing. which was fine with the council.

(UPI)South Bend rallied today from its wake over the demise of Studebaker's auto assembly plant to start trying to find jobs for 6,000 orphaned workers. "This is not Studebaker, Ind. -it is South Bend, said Mayor Frank J. Bruggner. He named Paul Gilbert, president of Gilbert's Men's Clothing Store, and Franklin D.

Schurz, editor and publisher of the South Bend Tribune, to head a special committee to find jobs for the men thrown out of work and to bring new industry in to fill the void left by Studebaker. "Mourn the cars and mourn the people the decision will affect," an editorial in the South Bend Tribune told readers, "but not the corporation or the community. Studebaker Corp. lives on and So does South Bend." Chairman Randolph H. Guthrie of Studebaker Corp.

told a New York news conference Tuesday about the announcement that had stunned this northern Indiana city of more than 125,000 population Monday. He said Studebaker had lost $40 million in South Bend and it was moving its automotive branch to Canada where it could operate at a profit because of low Woodrow Frick, president of Local 5 of the AFL-CIO United Auto Workers, was openly angry Guthrie's way of breaking the news both Monday and Tuesday. Senate Pays Tribute To Kennedy WASHINGTON (UPD The Senate where he served for eight years voiced its own special tribute today to John Fitzgerald Kennedy. entire Senate session was reserved for eulogies to the President who was slain by an assassin Nov. 22 in Dallas. Tex. No other business was scheduled.

Brief--and moving--tributes were paid to the late President at a special. unscheduled Senate session on the morning of Nov. 25. shortly before Kennedy's flag-draped coffin was removed from the great Rotunda of the Capitol for funeral services at St. Matthew's Cathedral.

But only Democratic leader Mike Mansfield. and Republican Leader Everett M. Dirksen, spoke on that occasion. Other senators had their chance today to pay their own tributes to the boyish Massachusetts senator who moved from a back row seat to the Democratic presidential nomination in 1960 and went on to defeat then Vice President Richard Nixon. the GOP nominee, for the Presidency.

The House held a similar session last Wednesday, with dozens of members paying tribute to the slain President's memory in a four-hour session. Kennedy served six years in the House before winning election to the Senate in 1952. He had served one full Senate term and two wears of a second when he moved up to the White House. The session today was announced by Mansfield on Nov. 26 the day after Kennedy was buried at Arlington National Cemetery.

By a quirk of fate. Kennedy's youngest brother. Sen. Edward M. Kennedy.

was presiding over the Senate when the fatal shots rang out in Dallas and the first news reached the Capitol moments later. related action. President Johnson asked Congress Tuesday to authorize the minting of a new 50-cent piece bearing the late President's likeness. If approved. the new coin would replace the 15-year-old Benjamin Franklin half dollar and would be the first of that denomination to bear a portrait of a former President.

We frequently read in your column the importance of selecting high quality stocks, but I'm confused as to what constitutes quality. During the last year such stocks as Admiral, Am.

Crystal Sugar, Chrysler, High Voltage Syntex and many others have made outstanding gains, yet few of them are rated top quality. What are the guides for selecting stocks with such potential? You often suggest following the advice of a broker. vet in nearlv two years my broker has never recommended one stock that has achieved anything like the growth of the above list. A. A fair question.

but let's get one thing straight at the very outset: If you were talking of longterm investing for safety and income (which you obviously are not) we would have to agree, I think, that the best securities for the non investor are those of the long-established leaders in various industries those which have already demonstrated their ability to earn profits and pay out dividends through boom and depression, peace and war, and through any changes in the public's buying fancy. If you are talking of relativelv short term price soaring. we are discussing something entirely different. Obviously a young company engaged in drugs, or electronic controls, can not have the long-time quality rating of a duPont or an A.T. T.

or of an I.B.M. This is true of even older companies which have gone through and are emerging from troublesome periods, to wit, Chrysler. However, there is nothing which says a young company, or an older company, such as Chrysler, can't make a dramatic turn around and, in the process score some sensational market gains. Chrysler still carries a rating, which is explained as "below average." Obviously this rating is based on the previous so-so earnings record and does not yet reflect the remarkable job done by present management. The biggest stock market profits are? made by traders and investors who can spot a trend before the rest of the world does.

High quality securities yield safety. fair income and longterm' growth. But if you want spectacular movers you must be shrewd enough to spot a stock before it becomes a "favorite" and wins a high rating. This is not easy and, I repeat, if you aren't sure of your ground. you'd be far better off buying and paying for quality after it's been established.

Q. I bought 120 Pubco Petroleum at 12, 30 Michigan Seamless Tube at 19 and 54 Sperry Rand at 21. I bought the Pubco because it seemed a possible sell-out candidate: Michigan Seamless for income and appreciation and Sperry Rand for growth. growth. Now that I am retired on physical disability, I am looking for more income with safety.

A. All of these don't seem to fit your present purpose too well. so you may have to switch. Pubco has paid some stock dividends. but even so is too speculative for your purpose.

Michigan Seamless Tube is good quality, plus, and yields about 5 per cent on present market price. It's paid some dividend since 1939, although recent earnings have not been up to the level of several years ago. Sperry Rand has shown improved earnings, but if you need a steady cash income, this doesn't suit your purpose too well. either. Perhaps the Michigan Seamless could be held.
