WEDNESDAY, JULY 5, 1972 Nixon Is Accused By NAACP DETROIT (UPI)-The national convention of the NAACP passed a resolution Tuesday accusing President Nixon of "arousing passions of hate and bitterness" with his stand against school busing for racial balance. In the only resolution passed by the 2,300 delegates Tuesday, the second day of the week-long convention, the group called Nixon's antibusing remarks during his recent signing of the Higher Education Act "a divisive strategy totally destructive to a constitutional form of government" amounting to "changing the rules in the middle of the game." "The President of the United States has picked up the 'never never' battle cry and is leading the mob in its assault upon the Fourteenth Amendment's Equal Protection Clause," the resolution said. "He is invading' the prerogative of a co-equal branch of government, (he judiciary, by proposing legislation designed to interfere with the power of the courts to correct constitutional violations. He is arousing passions of hate and bitterness." Bishop Stephen G. Spottswood, 75, chairman of the NAACP's board of directors, said in a news conference that the civil rights group may break with its nonpartisan tradition to seek Nixon's upset.

"Nixon's record is so anti- Negro that I would not be surprised at all at such a resolution emitting from this convention," said the black retired bishop of the AME Zion Church. The only time the NAACP officially urged the defeat of a presidential candidate was in 1964, when it opposed Sen. Barry Goldwater, R-Ariz. Kitsema James Ritsema Appointed New Teaching Job James A. Ritsema, teacher of Bible at Holland Christian High School the past four years, has been appointed Field Work Administrator for the Reformed Bible College, Grand Rapids. In this capacity, Mr. Ritsema will be developing a new field work program for the students. This includes arranging field work opportunities and proposing assignments in light of student talents, experience and needs as well as assigning the students.

Fletcher, 75, resigned because of advanced age, the Vatican said. He has served in his native Little Rock for 32 years, since 1946 as bishop. I do not know enough specifically about Senator (George) McGovern to put him in either crowd."
