THE HOLLAND, MICHIGAN, EVENING SENTINEL SATURDAY, JULY 27, 1961 Nuclear Test Treaty Gains Senate Favor WASHINGTON (UPI) --Secretary of State Dean Rusk and Under Secretary W. Averell Harriman were credited today with improving prospects for Senate ratification of the nuclear test ban agreement. Senate Democratic a Mike -Mansfield, a i Husk's testimony on the pact at closed sessions of the Senate Foreign Relations and Armed Services Committees and the House- Senate Atomic Energy Committee removed much of the skepticism some senators had about the proposed treaty-. Harrian's conduct as U. S.

representative during the three- power negotiations in Moscow also was a factor in the increased Senate support for the pact, said Mansfield. The treaty must be approved by a two-thirds vote of the Senate. Mansfield called the treaty initialed Thursday by British, Russian and U.S. representatives a "reasonable agreement with no side issues attached." The Democratic leader laid did not know when the Foreign Relations Committee, which haw jurisdiction over the treaty, would begin hearings. Committee members doubted that they would start before the middle of August.

Sen. John J. Sparkman, acting chairman of the Senate Foreign Relations Committee said that Harriman would meet with the group in closed session Monday. Sparkman invited members the Senate Armed Services Committee and Senate-House Atomic Energy Committees to attend the briefing. Congress accepted news of the treaty agreement with reaction ranging from open praise to cautious reserve to outright opposition.

Senate Democratic Whip Hubert H. Humphrey, Minn, termed the treaty "a giant step for peace and better understanding between nations." He said it might mean "the turning point in the history of our time." Sen. John 0. Pastore, predicted the Senate would ratify the treaty "if the President, as commander-in-chief, puts the full prestige of his position behind this agreement." California extends farther north than the southernmost point of Canada and farther south than the northernmost point of Mexico. A native of Big Rapids, Cooper published the White Cloud Eagle from 1920 to 1944 and the Osceola Herald from 1929 to 1948. He served seven terms in the Michigan representing Newaygo and Osceola counties from 1947 to 1960. Cooper was past president of the White Cloud and Reed City Chambers of Commerce. He attended Ferris State College and began his newspaper career as a printer and linotype operator in Grand Rapids. He is survived by his widow, Flossie, two sons and a daughter.

A Federal Reserve Bank spokesman said if it is learned the lost bond was replaced, it will be burned. Last British Whaler Sold to Japanese Firm EDINBURGH, Scotland (UPD-- Britain's centuries-old whaling industry ended Friday with the sale of the last whaling factory ship, owned by Christian Salvesen and to a Japanese firm for more than $2.8 million. A spokesman for the company said the sale had been under negotiation for several weeks.
