JANUARY 4, THE HOLLAND, MICHIGAN, EVENING SENTINEL PAGE NIMC Nader Seeks Solutions To Problems WASHINGTON (UP!) -In turnabout, critic Ralph Nader Monday urged industry, government and labor to send him examples of successful solutions to local problems in hopes the formulas can be used on a national level. Nader said In a statement law tMfinninf two-year survey to collect an inventory of "problem solvtri." "Tell us what you have done especially well or creatively compared with others in your line of endeavor or responsibility," will be the thrust, of the survey, Nader said. Ho said questionnaires will be sent to top executives in every field, including President Nixon and Vice President Spiro T. Agnew.

The guideline will be: "If it can be done here, why not elsewhere?" Nader said. The survey will concentrate OB four major areas of American life labor and citizenship. As examples of tbti typt of "solutions" he is looking for Nader said he would like reports from: --Local areas that feel their court system is run with a minimum of congestion. --Government agencies with "proven techniques in locating and rooting out waste." --Corporations that feel they provide exceptional equality of opportunity for their employes. --Businessmen who are successfully fighting "technological stagnation, monopolies or other market place injustices." --Media officials who "oppose conventional inhibitions over what they shouldn't print re- grading local, state or national news," Nader said he wants examples by individual citizens who have successfully overcome apathy or corruption in local government, or who have fought for "what he or she believes was right regarding issues such as product safety, environmental purity, job safety, and fair business and government practices." Underpaid Indians Get Money PETOSKEY (UPI) Kobert Dominic, president of the Northern Michigan Ottawa Association, said today he has been informed that the Indian Claims Commission has awarded $10.3 million to some 5,000 Michigan Indians as underpayment for lands under an 1836 treaty.

Dominic said the final award was $12.1 million, minus $1.8 million already paid, leaving $10.3 million for final disbursement. The final award was about 90 cents an acre for 13.5 million acres of land ceded to the United States by the Grand River band of Ottawa Indians in the 1836 treaty. Dominic said he did not know when the founds would be paid because an appropriation by Congress is required. The formula for disbursement also was not immediately made known. At a meeting held recently in Muskefon, members of the association were strongly in favor of limiting payment to persons of at least one-quarter Indian blood.

Some government leaders are in favor of paying to any person with any Grand River band Indian blood. Box 87 Welfare Bill Signed By Governor LANSING (UPI) A allocating a record $519.1 million to pay Michigan's rising welfare bill for fiscal 1972 was signed into law late Monday by Gov. William G. Milliken. Milliken's signature was affixed to the bill with the fiscal year already halfway expired and the legislature due back in nine more days to begin arguing over the budget--including the welfare bill--for fiscal 1973.

It pushed welfare spending in Michigan, including federal funds, over the $1 billion per year mark for the first time in history. The bill was the subject of extensive legislative wrangling all of 1971, mainly over the amount of aid to be provided for Aid to Dependent Children (ADC) recipients. Under the new law, each ADC recipient will receive $46.75 per month for basic needs as of Jan. 1, compared to the previous payment of $44 per month. The bill also includes a step- scale clause requiring the legislature to boost the ADC standard to $48.25 this July 1 at the start of fiscal 1973 and to $49.95 per person next Jan.

In its final form, legislative sponsors said the ADC law iow will give an average ADC family of four persons with no other income a subsidy of $4,891 per year when ADC payments are combined with federal food stamps and medicaid benefits. Under the step-scale, the annual income for a family of four will rise to $4,963 per year next July 1 and to over the $5,000 per year mark next Jan. 1. Projections call for as many as 156,500 persons on the ADC rolls by the end of the fiscal year June 30 and Senate Appropriations Chairman Charles 0.

Zollar, R-Benton Harbor, says an additional million in supplemental funds will be needed before then. Currently, there are 136,000 persons on ADC rolls.
