He was suspended often missing enough school to forfeit credit for some classes; By his senior year, Howell was told he would have to go to school for an extra year and a half if he wanted a diploma. "I didn't know I was that far behind," Howell said. Howell dropped out, becoming one of an estimated 1 million high school students nationwide who fail to graduate each year, according to the Alliance for Excellent Education in Washington, D.C. Pressured to bpost graduation rates under No Child Left Behind, districts nationwide are looking for ways to keep students like Howell in school. And many are turning to lawmakers for answers.

Indiana this month passed a bill that would allow students under 18 to drop out only because of health, financial or court reasons. New Hampshire, West Virginia and Iowa introduced bills this year that would raise the age at which students can drop out from 16 to 18. The New Hampshire Senate gave preliminary approval to the measure; the West Virginia and Iowa bills died. Educators, lawmakers and social service agencies say finding a solution is crucial. Studies say dropouts are more likely to wind up in prison or need public assistance than those who get a diploma, and schools can face sanctions under No Child Left Behind if their graduation rates fall short.

Critics doubt legislation is the answer-Jay Smink, executive director of the National Dropout Prevention Center at Clemson said some laws can be difficult to enforce. For example, more than two dozen states tie student attendance or achievement to driving privileges, according to the nonpartisan Education Commission the States. But Smink thinks the effects are "marginal." "There's bigger things that the BMV has to do than track down a dropout," he said. Some states have backed off legislative solutions to the dropout problem. Imojene Roll Imojene Roll, 54, of New Castle, died Friday, March 17, 2006, at her residence. She was born March 9, 1952, in New Castle, a daughter of the late Paul Eugene Jones and Edna Mae (Cox) Bauni of Huntsville, Ala.

4 Survivors include three sons, Jon Roll, Randy (Jasmine) Roll and Andy Roll, all of New Castle; a grandson; a step-granddaughter; two sisters, Rita Nunn of New Castle and Jackie (David) Best of Cincinnati, Ohio; two brothers, Terry Catron of Kokomo and Mark Catron of Huntsville, two half brothers Paul Jones and Roy Jones, both of New Castle; three stepbrothers; two stepsisters; her grandmother: Susie Morgan of New, Castle; and several aunts, uncles, nieces and nephews. In addition to her father, she was preceded in death by her husband of 28 years, Ronald; a son, Michael Roll; grandparents, Roy and Pearl Jones and Leslie Lee Cox; and father and mother-in-law, Earl and Mary Roll. Wilkerson, 71, of Knightstown, died unexpectedly Saturday, March 18, 2006, at Hancock Regional Hospital in Greenfield. She was born October 28, 1934, to the late Russell and Beulah (Pitts) VanDuyn. Survivors include her husband, Chalmer Wilkerson of ions, Wilkerson and Jeff (Debbie) Wilkerson, both of Knightstown; five grandchildren, all of Knightstown; two brothers, Bill VanDuyn of Anderson and Tom Hexamer of Greenwood; one sister, Sue Smith of New Salem; a brother-in-law, Chalen Wilkerson of Shirley and a sister-in-law, Kay Wilkerson of New Trenton, several nieces and nephews. In addition to her parents, she is preceded in death by her stepmother, Pauline VanDuyn and a brother, Gerald VanDuyn. Services will be at 10:30 a.m., Wednesday, March 22, 2006, at Hinsey-Brown Funeral Service, Knightstown Chapel with the Rev.

He was born October 4, 1915, in Eckerty, Ind. Survivors include brother, Ralph Leaser, Sebring, daughter, Charlotte Tanksley, The Villages, son, Robert Leaser, Santa Rosa, four grandchildren; and four great-grandchildren. He was preceded in death by his wife, Helen; brother Adolph; and sister, Thelma Byers. Services will be at 1p.m., Tuesday, March 21, 2006, at Seals Funeral Home, Fortville, where friends may call from 11 a.m. until time of the service.

Burial will take place at Gravel Lawn Cemetery, Fortville. Janet E. Holt Marsh Janet Elaine (Holt) Marsh, 62, Carthage, died Friday evening, March 17, 2006, at the Northgate Health Center in Marion, following an extended illness. She was born September 2, 1942, in Milan, and was the daughter of the late John and Lorena Holt. She is survived by sons, Jarman Spurlock of Indiana, Richard (Denise) Marsh of Indianapolis; daughters, Belinda (Shannon) Foster of Greenfield, Earlene Groffon of Shelbyville, Pam Spurlock of Greenfield, Dixie Marsh of Shelbyville; two brothers, Larry (Marsha) Holt and Richard (Joyce) Holt, both of Milan; sister, Joan (Chad) Hayes of Milan; 12 grandchildren and one great-grandchild.

In addition to her parents, she was preceded in death by three brothers, Johnny Holt, Donald (Fiddle) Holt and William Holt. Funeral services will be private for the amUy: with no public visitation. Services are be handled by Main Davis Funeral Home, Broad Street Chapel, New Castle. Dalton D. Mooney Dalton Douglas Mooney, 81, Greenfield, passed away Saturday, March 18, 2006, at his home.

Born on January 9, 1925, in Dyersburg, he was the son of William Riley and Lena M. (Fussell) Mooney. He married Hazel F. (Brott) Mooney on December 25, 1944, in Spencer, Iowa. Mr.

Mooney owned and operated Mooney's Heating and Sheet Metal Co. in Greenfield for more than 50 years. He was an avid woodworker and enjoyed growing roses. He was also a member of Christian Tabernacle in Indianapolis for over 60 years. Surviving him are his wife, Hazel F.
