10 'ederal Reserve Board set up official yardsticks tonight, for figuring out what terms can be granted on automobile installment. sales after credit curbs go into effect Sept. 20. It released a list of official price guides to the "average retail value" of 1938-43 model use'd cars. Either the listed values or actual cash prices can be used in figuring the permissible credit on these cars.

For new cars, used 1949 models and pre-1938 models, the cash purchase srice alone can be used. In any case, a down payment of one-third of the cash price or must be made when the controls take effect. If the credit balance due is over 51,000, then 18 months will be allowed for full payment. If under S1000, the time limit on payments will be 15 months. --The International ganizatioh plans to move 75,000 displaced persons'to the United by the end of June, 1949, according-i to budget estimates published -te- Because car prices differ ini day.
