He is survived by two sons, Gary W. of Palm Springs Manor and Arthur L. Jr. of Caravel Farms; a daughter, Wendy J. Marsich of Pine Woods; a sister, Dorothy 01-sezwski of Linwood, and eight grandchildren.

He was a lieutenant in the Army Reserve. He did volunteer work at Hagley Museum and was a member of First Presbyterian Church, Newark. He is survived by his wife, Mary Lee Mitchell; a son, Jeffrey Morrill Mitchell of Fort Myers, two daughters, Jennifer Lee Mitchell of Montclair, N.J., and Julianne Mitchell at home; his mother, Julia M.

JANE PALMER SPICER, 74, of Rockford Park Condominiums, 2302 Riddle Wilmington, died Wednesday of cancer at Kentmere Nursing Care Center, Wilmington. Mrs. Spicer assisted her husband, John W. for many years at Spicer-Mullikin Funeral Home. He died in 1991.

She was a lifetime member of Hanover Presbyterian Church, Wilmington; a 43-year member of Wilmington Quota Club; and a former member of Wilmington Country Club. She is survived by a daughter, Joan S. Evan of Berwyn, a brother, Joseph C. Palmer Jr. of Wycliffe; two sisters, Nancy P.

Her husband, George P. died in 1980. She is survived by two sons, George P. Jr. of Bear and Ronald of Lakeland, two daughters, Barbara Melfi of Whippany, N.J.

Jennifer Lynn Groff decided to plead guilty Wednesday in District Court to a charge of falsely reporting that she had been raped.

She hoped, she said, that if she "went along" with what Elkton police alleged, the judge would spare her a jail sentence that would take her away from her 9-month-old son. Judge H. Thomas Sisk Jr. instead sentenced Groff, 20, of Nottingham, to 14 days in Cecil County Detention Center. The rest of the 90-day sentence was suspended, and Groff was placed on probation for a year.

She remained in jail Thursday while her family tried to contact lawyers about a possible appeal. According to testimony in court, 14 days was the time Groffs alleged assailant and former boyfriend, Eddie Benson Milam, spent in jail after he was charged with beating and raping her Feb. 5. After those 14 days, authorities dropped the rape charge and freed Milam on bail. He is awaiting a court hearing on the assault charge.

In an interview Tuesday, Groff said she was afraid that if she pleaded innocent and contradicted the police charge against her in court, she would receive a harsher sentence. But, she said, she stood by her initial report to police that Milam had raped as well as beaten her at an Elkton motel Feb. 5. During four hours of additional police questioning Feb. 20, she said, she got confused.

But she said she was surprised when police seemed to believe that she was denying the rape, was shocked when they dropped the rape charge, and was stunned to be charged with a crime herself. Mr. Morgan retired in 1983 after 15 years in the University of Delaware maintenance department. Earlier, he was a self-employed radio and television repairman in Elkton for 35 years. He enjoyed music and gardening. His wife, R.

Jane, died in 1984. He is survived by a son, Walter A. Morgan III of Elkton; four daughters, Mary Ann Sekowski of North East, Dorothy A. Bradley of Elkton, JoAnne Hannagan of Bear, and Joyce E. Spencer at Rising Sun; a sister, Nancy E.

ELSIE K. QUILLEN, 91, formerly of Ringtown, and Claymont, died Wednesday of septicemia in Forwood Manor Nursing Home, 1912 Marsh Road, Brandywine Hundred, her residence for a year. Mrs. Quillen, a licensed practical nurse for 20 years in the Wilmington area, retired at age 70. She was a member of St.

Mark's Lutheran Church, Wilmington. She was a lifetime member of Harry A. Kase Post 289, American Legion ladies auxiliary, Ringtown. Her husband, John, died about 1965. Her daughter, Geraldine Oberle, died in 1991.

She was previously turned down by the public defender's office because her income she works at a convenience store was too high. She said Tuesday that she had no money for a lawyer after paying for surgery for her baby's club foot. Also in court, after Sisk accepted her guilty plea, she hesitantly told him part of her story: "I told them police I willingly did it had sex with Milam on Feb. 5 because he threatened to kill me and the baby," she said. In response to a question from Sisk, a state trooper present during the Feb.

20 questioning said Groff had recanted her claim that she had been raped. Groff was treated at Union Hospital in Elkton on Feb. 5 for a swollen and bruised face, where she said Milam punched her repeatedly. Theirrecords also show abrasions in her vaginal area. Groff said Wednesday she hopes to find the money to appeal the decision and make bail.

But her relatives said Thursday they had lost faith in the court system and were afraid that, even if they could afford an appeal, she might be found guilty again and given a longer sentence. "This is a disgrace," said her mother, Nancy Groff. "She's a young girl who doesn't know anything about the law who just did what they told her to do."
