On Aug. 3, at 4:30 p.m., Channel 5 will air "Nicaragua's Other War," a documentary by New Mexican journalist Bob Martin. It will be followed at 5 p.m., by "Living at Risk," produced by Massachusetts-based Guzzetti, Meisalas and Rogers Films. Ever since a 1984 trip to cover the New Mexico National Guard in Honduras for KOAT-TV, Channel 7, Martin said, he had been frustrated with what he saw as the lack of press coverage on Central America.

He voiced that opinion to Albuquerque National Indian Youth Council representatives, who support a faction of armed Indian insurgents in Nicaragua. With help from the NIYC, Martin found himself last January on a clandestine trip around Nicaragua's Atlantic Coast with insurgency leader Brooklyn Rivera, three North American Indians and scores of Nicaraguan Indian warriors. Martin characterizes his half-hour video as "a glimpse of just one angle of the Indian struggle," in which Nicaragua's Creoles, Miskito, Sumo and Rama people demonstrate resolve to gain self-determination. "Nicaragua's Other War" was co-sponsored by NIYC and Survival for American Indians, and was produced by KENW-TV in Portales. It is being distributed by the Pacific Mountain Network, a consortium of about 20 Public Broadcasting Service stations in the West, including KNME-TV.

KNME will follow the broadcast with "Living at Risk" at 5 p.m. Shirley Casados, program director at KNME, said PMN felt the Martin film was "very pro-Indian." She added, "They (PMN) felt the program required some kind of balance. This one ('Living at Risk') is anti-Indian." Bill Pinnell, public affairs director for KNME, added the broadcast of Martin's film was delayed until PMN found a companion piece PMN officials felt would present a more balanced picture of the issues. Pinnell described "Living at Risk" as the story of a family that remained in Nicaragua despite harassment by people that family members will identify as "contras." JOURNAL TELEVISION WRITER Examinations of the conflict in Nicaragua will be presented in a series of documentaries to air tonight and Aug. 3 on Channel 25, Albuquerque's Community Cable Public Access station, and on KNME-TV, Channel 5, the Public Broadcasting System affiliate station.

The series of three documentaries to air tonight at 7 on Channel 25 were produced by San Francisco-based film maker Peter White. The first piece offers historical background of Nicaragua under the Somoza regime. People interviewed discuss the impact of the country's economic crisis and the role of post-revolutionary cooperatives. The second piece focuses on life in the village of San Rafael del Norte during Holy Week. The woman mayor of the village is seen meeting with a resident of San Rafael, to discuss forming a "sister city" relationship.

The mayor also describes how the village has changed since the revolution. Evidence presented in court showed MacDougall was the only one working at a satellite transmission center that had exactly the kind of equipment used to send the message that disrupted the HBO signal. Of 580 satellite facilities with a transmitting dish large enough to overpower the HBO signal, less than a dozen had sufficient power and the right kind of electronic typewriter to write the protest message Captain Midnight transmitted, investigators said. Only Central Florida Teleport, where MacDougall worked occasionally, was available for use at the time of the interference and an earlier instance when a test pattern was transmitted briefly onto HBO's satellite. The investigation focused on Ocala after a tipster vacationing in Florida reported to the FCC an overheard telephone call about Captain Midnight. The tipster, who requested anonymity, provided the caller's description and license plate number.

The caller who was overheard was not the suspect, but the FCC said the information "proved extremely beneficial." In January, HBO became the first cable TV company to scramble its signal so non-paying viewers couldn't intercept it. WASHINGTON A man who sells backyard satellite television dishes admitted in federal court Tuesday that he is the "Captain Midnight" who aimed a TV signal at HBO's satellite last April and blew it off the air for 4V2 minutes. His transmission protested the scrambling of some of the most popular satellite TV signals, a system that makes the pictures unwatchable without a descrambler. Federal Communications Commission investigators said they used a process of elimination to pinpoint John R. MacDougall of Ocala, as the one who interrupted a movie on HBO on April 27.

MacDougall entered into a plea bargaining agreement in U.S. District Court in Jacksonville, Fla. U.S. Attorney Larry Gentile said the deal calls for the government to recommend a $5,000 fine and one year's probation. The maximum penalty for illegal transmission of a satellite signal is $10,000 and a year in jail.

MacDougall's sentencing is set for Aug. 26 and he can retract his plea if the judge will not accept the arrangement. MacDougall, released on $5,000 bond, refused to speak to reporters on the steps of the courthouse. benefits, job security and program changes. While an agreement has been reached in principle, a change of ownership has not yet been filed with the Federal Communications Commission, said KOB general manager Art Schreiber. "That would indicate the contract has not been finalized. I'm just assuming that everything is fine and I would assume they will take over some time in October." In recent weeks Price inspected the properties, which he is buying from Hubbard Broadcasting for an estimated $16.5 million. Schreiber said Price first met with managers and department heads and later with other employees to answer questions about TVWEDNESDAY.
