Voting to cut funds: Douglas Applegate (D-St. Clairsville) and Ralph Regula (R-Navarre). Voting not to cut funds: Donald Pease (D-Oberlin), John Seiber-ling (D-Akron), J. William Stanton (R-Painesville) and Charles Vanik (D-Cleveland).

Senate Defense budget. By a 24-69 vote, the Senate rejected an amendment that would have cut $1.7 billion from defense spending in the fiscal 1980 budget resolution. Voting to cut defense spending: Howard Metzenbaum (D-Ohio). Voting not to cut spending: John Glenn (D-Ohio). Domestic social programs.

By a 38-55 vote, the Senate rejected an amendment to cut domestic social spending by $9.4 billion in 1980 and $10.6 billion in 1981 in order to allow tax cuts of those amounts in those two years. The amendment was proposed to be added to the first concurrent budget resolution, which sets federal spending and tax goals for the next three years. The Senate Budget Committee had proposed spending $532.4 billion in 1980 and then balancing the budget in 1981 and 1982. Voting not to cut spending: Glenn and Metzenbaum.
