VP) -Stunned by Cheyenne's first tornado in history, residents today resume sifting the rubble of more than 200 homes in affluent sections of the city. The twister injured 37 persons, five of whom were hospitalized. A 14-month-old boy, David McKinnon, died instantly of head injuries when his family's mobile home was torn apart, authorities said. "No one ever thought we would ever have a tornado in Cheyenne, Wyoming," Mayor Don Erickson said, "but we had one." The twister bounced across Cheyenne about 3:40 p.m. Monday, departing the city about half an hour later and leaving what Erickson estimated to be more than 200 damaged homes in its wake.

THE MAYOR said the funnel cut across a two-block-wide area for four to five miles within the city limits. "It hit more than once," he said. "It might have hit half dozen times." As the twister came close, Norma McClellan urged her two teenage children to get in the car and outrun it, but her son disagreed. The family took shelter in their basement, and when the sound ended, came upstairs to find their home destroyed. Gov.

Ed Herschler asked President Carter to declare the ravaged blocks disaster areas, qualifying residents for emergency federal relief, Erickson said. Earlier, Capt. Merv Mydland of the Wyoming Disaster and Civil Defense Agency said 150 houses in the expensive Buffalo Ridge area were heavily damaged and 45 to 50 were destroyed. MEANWHILE, emergency supplies of food and drinking water were trucked into mountain communities near the Kentucky-Virginia border on Monday where weekend flash floods routed hundreds of families and left millions of dollars in damage. The flooding in this rugged coal mining region was described as worse than the flood of 1977 that killed four persons and did widespread damage.

One Kentucky official said 300 persons were still unable to return to their homes and estimated damage in his state at $7 million to $8 million. Across the border in Virginia, where Red Cross officials estimated 50 homes were destroyed and 300 were damaged, about 200 families remained stranded because of washed out roads and bridges. MacDonald, now of Huntington Beach, where he is chief of emergency services at St. Mary Medical Center, was tanned, graying and wearing a conservative charcoal pin-striped suit when he entered the courtroom Monday. MacDonald, 35, is charged with the Feb. 17, 1970, slayings of his wife, Colette, 26, and his two daughters, Kimberly, 5, and Kris-ten, 2. Their bludgeoned and bloodied bodies were found in the family's Fort Bragg home. Mac DONALD maintains that four drug-crazed hippies killed his family.

He suffered 17 stab wounds in the incident. The prosecution contends that MacDonald killed his family in a rage, then stabbed himself either as a cover-up or out of remorse. Prosecution attorneys have said they believe the slayings were triggered either by Kristen's bedwet-ting or by an argument with Mrs. MacDonald over an alleged affair.
