A search was mounted after Kemp's van was found, but blowing snow made it impossible to follow the man's tracks, said Ogburn. Hunters found the remains late Friday near Willow Springs Draw, he said. An investigation at the time indicated that Kemp was traveling from New York, where he was an advertising executive, to Jackson, the sheriff said. "It seemed he was going to Jackson to write, and he had told friends of gathering the masses and starting a cult," Ogburn said. "He told one person that he was going to start a kind of cult, that he was a prophet and a leader of man." According to Kemp's mother, he was deeply religious and may have taken a walk to meditate and then became lost in the snow.

Sheriff's Deputy Ron Johnson said a diary found in Kemp's van contained religious references. Mary Kemp said Tuesday that she was notified by telephone the Monday night that her son's body was found. "They didn't have the courtesy to send anybody in person," Mary Kemp said in a telephone interview. She said the sheriff's department used a wallet and some clothing found nearby to identify the body, but no dental records. Mary Kemp, who notified several national organizations while trying to find her son, said that until Monday she was sure he was still alive.

But she expressed displeasure at how the sheriff's department handled the case. "They called off the search in three days," she said. "I'm just not pleased with the sheriff's search." Ogburn said no foul phy was suspected in Kemp's death, which apparently was caused by exposure. The sheriff said he didn't know when the remains would be returned to Maryland. Staff reporter Al Hunter contributed to this story.

Associated Press ELK MOUNTAIN, Wyo. The body of a Salisbury, man has been found, three years after he walked away from his van into a snowstorm, Carbon County Sheriff C.W. Ogburn said Tuesday. Hunters found the skeletal remains of Paul Donald Kemp Jr. about four miles from where he left his van at an Interstate 80 rest area in southern Wyoming, the sheriff said.

But Kemp's mother, Mary Kemp, of Salisbury, said Tuesday night that she was "a little skeptical" of the finding. Paul Donald Kemp, who envisioned himself as a prophet, was 35 when he disappeared on Nov. 16, 1982. Travelers found the van still running with its radio on, Ogburn said. "He walked away from it.

As far as we know, he had some problems and he walked away from his van," the sheriff said.
