NFL ow.ners, concluding a two- day meeting, also voted to play the 1976 Pro Bowl Game in the New. Orleans Superdome, but did not decide on awarding the franchise, which is scheduled to begin operations in In preventing teams from. signing WFL players, the owners broadened a rule that had been in existence for minor league and Canadian Football: League players.
