The signal for KSAP-TV, Channel 2, is expected to reach most of north-central New Mexico, including Albuquerque, Los Alamos, Espanola, Taos and Las Vegas, as well as Santa Fe. Charles Scanlan, president of New Mexico Media Co.

and general manager of the planned station, said the exact boundaries of the coverage area won't be known until transmission begins. "It's hard to tell what the signal is going to do until you actually flip the switch," he said. The television station is the first to be located in the state's capital city. Programming will include what Scanlan called "standard fare for an independent station" movies, off-network syndicated reruns such as M'A'S'H and The Beverly Hillbilly some live programs fed by satellite such as The Merv Griffin Show, cartoons and locally produced news and public-affairs programs focusing on Santa Fe, Northern New Mexico and the Capitol. Scanlan said the station is budgeting for a fireman news staff, including a news and public-affairs director.

"We're going to walk before we start running," Scanlan said several times during a press conference in Santa Fe. "Like any independent in the United States, we will assume a counter-programming posture," he said. "When the Albuquerque stations are running one thing, we'll be running something else." Scanlan said opposition from Albuquerque stations was a principal reason it took New Mexico Media five years to get a construction permit from the Federal Communications Commission. "We put a group together in January' 1977, but little did we know at that time the roadblocks we would face," he said. The initial application proposed a trans mitter site stop Sandia Crest.

"Little did we know that location on Sandia Crest would cause such consternation among the three Albuquerque stations, but it did," he added. The licensing application was amended after a broadcast site was dedicated by the U.S. Forest Service in the Jemez Mountains west of Santa Fe in January 1981. KSAP's transmitter will be located at the approximately 10-acre site nea a mountain called Cerro Pelado, south of NM 4 about 30 miles west of Santa Fe. Studio and office facilities will be in a new three-story building to be constructed southwest of the St.

Francis Drive at St. Michael's Drive interchange on Santa Fe's south side. Signals will be relayed by microwave to the transmitter site. Scanlan repeatedly emphasized, "We are Santa Fe people and we will be a Santa Fe station." He identified the other principals in New Mexico Media as Mike Runnels, a former Santa Fe city councilor who now is an attorney living in Los Lunas and a candidate for lieutenant governor; C.L. Brown, a Santa Fe real estate investor; Jeff Pollon, a Santa Fe attorney; Abe Silver, co-owner of The Guarantee on the Plaza, a clothing store; and Arturo Jaram-illo, owner of El Rancho de Chimayo, a restaurant in Chimayo.

Scanlan, 52, moved to Santa Fe in 1979 from southeast Kansas, where he published a daily new spa per and several weeklies. He has served as a political consultant to the New Mexico Republican Party and is now president of the newly formed Santa Fe Economic Development Corp. and vice president-elect of the Santa Fe Rotary Club. Scanlan said he organized interested investors five years ago and commissioned a market study that confirmed his belief that a commercial television station based in Santa Fe was feasible. "With a market this size, its time had come," he said.
