A ninth, who swore to complaints against the eight and was in turn made a defendant in an action brought by them, is awaiting a hearing on a similar charge. The charges Involved In the hearing tomorrow are technical and complicated. The sums involved are not large. Stripped of legal verbiage the thirteen counts are explained below.

(1.) The charge Is conspiracy. This count Is a blanket charge. It includes all the charges contained In the rest of the complaint but accuses the officials of carrying on a conspiracy together by which they Intended to defraud the county and the taxpayers. The asserted conspiracy began about October 1, 1921, the complaint states. Shortly after that date, it Is charged, the carrying out of the conspiracy began with the Supervisors buying Illegally from the county a number ol plumbing articles.

The next step In the asserted conspiracy Is said to be the obtatnlni of a forest permit for the use of thirty-four acres of forest reserve near Big Pines. CHARGE AGAINST KEYES The complaint against Keyes accuses htm of exceeding his authority in paying' attorneys for services in prosecuting cases before the Appellate Court and of appropriating $5000 unlawfully to Sheriff Traeger. These campsites were at first stated to be for the use of all county em-employees and water rights were taken out in the name of the county.
