Actually, the ABC comedy star has appeared on the music-video-oriented cable channel on past occasions, but not in as official a capacity as she'll have as host of the 1994 MTV Video Music Awards (Thursday, 9 p.m., MTV).

Originating from New York's Radio City Music Hall for the first time in eight years, the program also will feature performances by such nominated acts as Tom Petty the Heartbreakers, Snoop Doggy Dogg, Green Day, Beastie Boys and Stone Temple Pilots. As a new element of the event this year, members of MTV's viewing audience have been permitted to participate in the voting process leading to the selection of the winners in 11 areas labeled "general categories." (Members of the video-music industry still determined the nominees, and they also are picking the ultimate victors in the socalled "professional categories," such as Best Choreography and Best Special As usual, the special will be preceded by a 90- minute "pregame show," showing preparations and recapping many of the nominees. "It's like the flu. You definitely feel it creeping up on you," says Doug Herzog, MTV's senior vice president of programming, in noting early September as the traditional time of year for the Video Music Awards. "In the winter, we spend a lot of time fantasizing about (potential segments such as) Mick Jagger doing a duet with Michael Jackson.

That's the time to think about the show in the biggest terms of what it could be, but as spring turns to summer, we get a reality check." Part of that "check" this time involved the decision to bring the telecast back to Manhattan after nearly a decade exclusively on the West Coast, and Herzog concedes, "It became such an thing' over the last couple of years, we didn't really hear from anybody in (New York). In the last year or two, though, we started getting inquiries from some of the bigger venues there. The vibe in the show will be different, both on and off the stage, in the flavor Roseanne will host Thursday night's MTV Music Video Awards program. Aerosmith has been nominated in several categories. and the attitude." Herzog points to a planned tribute to rap music as a sign of that.

Though he claims Roseanne had been discussed in previous years as a possible Video Music Awards host, Herzog (also the co-executive producer of the show) admits, "I don't think we ever made a legitimate move to get her until this year. We asked, and she said, By her pretty quick response, it seemed that she thought it might be a fun thing to do. There is only one Roseanne, and she's going to bring her unique vision and sense of humor to the show. She's arguably one of the biggest TV stars ever, and she comes with a well reputation for candid, edgy humor. That's something that really appeals to us, especially as it relates to the Video Music Awards, which we're always trying to keep fresh and new and exciting." This year, for the first time in a long time, MTV truly will be the only place viewers can see the Video Music Awards.

An edited version had been syndicated to stations across the country, for airing within roughly a onemonth window after the event, but the channel's executives reconsidered and ultimately abandoned that practice. "When it's in syndication, we're restricted from running it on MTV," Herzog explains, "so we feel there's a bigger upside for us to show it more on MTV. As the years went on, the stations wanted more and more exclusivity (which would have given them more time to run it, while keeping MTV from doing so during the same period), but we felt, 'We work on the show so hard, we show it a couple of times, then we have to let go of it while it's in We'd rather show it while it's hot, and benefit from that." 'Hunter' Shoots for Adventure Genre By Jay Bobbin TRIBUNE MEDIA SERVICES The name isn't James Bond, but for all of the similar elements, it might as well be. Instead, the name is Dial Carlton Dial in the case of the hero whose exploits fuel the new Fox Broadcasting adventure series "Fortune Hunter" (premiering Sunday, 6 p.m., KASA-TV, Channel 2).

Previously seen as Simon Bolt on NBC's "Sisters," Mark Frankel plays the dashing and courageous trouble-shooter, the main operative of a shadowy organization called Intercept. His bosses dispatch him all over the globe to recover vital items, ranging from weapons systems (his quarry in the pilot episode) to live and breathing "objects." Dial's primary contact back at the office is a computer wizard named Harry Flack (John Robert Hoffman), whose ingenuity proves to be a great help to Dial at critical moments mirroring the connection between the aforementioned Bond and the resourceful One of "Fortune Hunter's" executive producers is Carlton Cuse, who demonstrated his knowledge of the adventure genre with last season's western-themed Fox show "The Adventures of Brisco County, Jr." That title character frequently had to use resourcefulness and ingenuity to get out of tight scrapes, and Cuse sees "Fortune Hunter's" Dial in a similar light. Still, he points out, "I was not involved in the pilot, because I was still working on 'Brisco' at the time. Two guys named Steve Aspis and Paul Stupin sold it to Fox basically by calling it a contemporary 'Brisco The people at Fox were big 'Brisco' fans; when it was canceled, Sandy (Grushow, Fox's programming chief) called it the most difficult decision he had to make last season. They appreciated the work I'd done on the Comparisons to James Bond are neither unexpected nor inaccurate, as Fox Broadcasting unveils "Fortune Hunter" starring Mark Frankel.
