Pro ceedings will be started at once against permit holders charged with illegal sale of wine, it was disclosed yesterday by H. W. Hess, legal adviser or tht Federal Prohibition Department in California. I Mr. Hess arrived in Los Angeles yesterday from San Francisco.

He said he expected to' be here at least three weeks for the purpose or conducting the Investigation against wineries. In order to expedite the work of revoking per-miu and libeling products. United States Attorney Joe Burke appoint ed Mr. Hess as a special assistant United States Attorney. Concerted action on the part of all the government officers concerned in the proceedings will be had through a series of conferences planned for the next few days between the attorneys and the gen eral prohibition agents.

According to Mr. Hess there are 4,500,00 gallons or wine in storage in California. Under permits issued by the Internal Revenue and Prohibition departments, this wine has been manufactured for sacramental and medicinal purposes. Hess said. It Is expected criminal proceedings will follow the revocation of licenses in several instances where illegal sales have been reported in Southern California. Mills Saved as Dwellings Burn in Town of Hilt A Are, which was at first reported to have damaged the saw-mill and box factory of the Fruit Growers' Supply Company at Hilt on Thursday, was checked before reaching these buildings. Several houses in the residence section of the town were destroyed by the Are, however, according to reports received at the local office of the supply company. Fife told Justice Forbes yesterday that he did so because the landlady went to a picture show one night without him.

Carr has broadened the system to include a check of license numbers on cars moving southward us well as those coming from Mexico. It is through this system that information incidentally haH been obtained aa to the activities of bootleggers. Frequenlly it is noted by inspectors that cars moving south along a certain road will not return by the same route, or vice versa. This fact enables the inspectors the more readily to concentrate their attention on such cars. The' result has been that they have obtained much information recently which Mr.

Carr has turned over to prohibition officers. CROWDS PAY FOOD SHOW NIGHT VISIT Many in Rush to Witness Exhibition Before It Ends on Sunday Night A large crowd last night visited the Armory at Exposition Park to see the pure-food show, which will close tomorrow night after hav ing been seen by approximately 200,000 persons. Buttermilk The commission, which is acting- for the companies producing hydroelectric current, asked the Board of Public Works to reduce street lighting 40 per cent, as part of the curtailment program, and yesterday morning the board so instructed City Electrician Manahan. Beginning last night, all ornamental street lights were placed on the so-called "midnight" schedule, which means that during the present emergency all street lights will be turned off except on two posts at street intersections. This is called the midnight schedule, as during normal times the two posts-at-intersections lighting exists only from midnight until daybreak. The curtailment program also called for placing all arc street lights in th city on tho so-called "moonlight" schedule; that is, arc street lights will be turned off one hour after moonrise and continue oft until one-half hour before moon set. BOARD SENDS LETTER The Board of Public Works, in carrying out the recommendation of the Railroad Commission, did so as expressing the board's desire to co-operate with the com mission during the present situa tion.

The board sent to the commission yesterday a letter suggesting that other methods could be found to stop the unnecessary use of electric current without turning off street lights. The board's letter to the commission follows in part: "At the meeting of the Board of Public Works of the city of Los Angeles, held the 20th your communication No. 30,127, calling the attention of the board to the serious power situation existing in Southern California, and the necessity of the fullest co-operation on the part of all interested parties in the conservation of electric energy at this time, and asking that a curtailment approximating 40 per cent in the aggregate of the street-lighting service be ordered without delay, to meet the contingencies of the present situation, was tiled. ELECTRIC SIGNS "It was ordered that your commission be requested to endeavor, in every way possible, to find some other nreans of meeting the present power shortage, as soon as possible, and that you be requested to inform the Board of Public Works, at the earliest date possible, when the street-lighting service of the city of Los Angeles may be restored to normal, this action being taken by the Board of Public Works upon the understanding that other planB for the meeting of the said situation aro being worked out by your commission, Including the curtailment of the furnishing of electric current for lighting electric signs and flood lighting for advertising purposes.
