COPE HAS also endorsed ii Alan Susman in hi senatorial bid for re-election The Raleigh Democrat faces challenge from Raleigh DC Mary Martha Merritt, a persor 'or whom Governor Moore ha; indicated support. COPE's endorsement was undoubtedly welcomed by Susman who does not take the challenge from Merritt lightly 3ut then, he has never taken an election anything bu seriously, working hard to ge to the Senate, and now to stay there. The COPE slate of candidates For Ser is widely publicized. It is fo labor union members as a sug 1 gestion from a committee tha studies political records am statements on the issues tc determine which candidates would be good for the interests of labor.

COPE says it is rather 1 religiously followed in the homes of union members anc influences other members ol union families. Those who dislike the COPE slate say it means very little come election day. I have yet, however, to hear anyone "put it down" until after he failed to get on it. THERE ARE other slates around the state that are not so widely publicized. They are Senate Votes Curbs On Campa Senate voted Tuesday to limit further debate on a con troversial campaign reform bill, clearing the way for itb massage.

The vote on putting the Sen ate's antifilibuster rule into ef feet was 64 to 30, or one more the required two-thirds majority of senators voting. Each senator's speaking time from now on will be limited to one hour on the bill and al amendments. Majority leader Mike Mans field, said he hopec this would make it possible for the Senate to complete action on the bill Wednesday. He said action could even came Tuesday night However, more than 6( amendments are still pending and could be called up for a vote despite the limitation on debate. The fight over the bill has centered around its provisions for using tax funds to finance presidential and congressional election campaigns. Sen. James B. Allen, won adoption of an amendment reducing the limit on what candidates can spend by 20 per cent That would reduce the cost of the government subsidies to candidates who elect public financing rather than rely on private contributions. Adoption of the amendment by a 46-43 vote marked the first time Allen had succeeded in his efforts to eliminate or modify the subsidy provisions of the bill.

It sets a spending limit of cents times the voting age population in primary campaigns for federal office and 12 cents times the voting age population in general elections. The ceilings set by the bill were 10 cents in primaries and IS cents in general elections. Are Arrested At Hospital The door was pulled shut, Ly kins continued, "and I was struck from behind-.
