The two-hour debut of film director David Lynch's "Twin Peaks" which chronicles sex, violence, junk food and power in a small Washington state lumber town ranked fifth for the week endeti April 8, the A.C. Nielsen Co.

It was followed by Monday night's showdown between the University of Nevada-Las Vegas and Duke University for the NCAA basketball The two-hour debut of "Twin Peaks" was the highest-rated movie of the season. "It's certainly a very encouraging tune-in," said ABC spokesman Jim Brochu. The program, which "Blue Velvet" director Lynch has described as having "an awful lot to do with coffee, doughnuts and pie," this week will assume its regular 8 p.m. Thursday slot.

"A Different World" and "Unsolved Mysteries" on NBC and ABC's "Roseanne" took seventh, eighth place and ninth place, respectively. "Carol featuring Carol Burnett and an ensemble cast, was in 10th after premiering two weeks ago on NBC. Mid-season replacements "Bagdad Cafe," starring Whoppi Gold- crown: Although the game hardly ranked as drama, with Las Vegas routing the Blue Devils 103-73, viewers obviously were attracted to the matchup of strait-laced Duke and Jerry Tarkanian's glitter city Rebels. Back-to-back episodes on ABC Sunday night of "America's Funniest Home Videos" grabbed the No. 1 spot and tied with NBC's "Cheers" for second place.

Fourth spot was picked up by "The Bill Cosby Show." For the week, NBC was back in first place with a 13.7 average, followed by ABC with 12.8, and CBS with 11.6. Each ratings point represents 921,000 homes. A week ago, ABC's 3V2-hour Oscar broadcast bumped NBC out of the top spot it had occupied for 23 weeks. GREG SORBER JOURNAL Phil "The Bean" Sisneros, left, and Bill "The Birdman" Thomas By Rick Nathanson JOURNAL STAFF WRITER After nearly 21 months and one legal battle, radio personality Phil "The Bean" Sisneros will return Thursday morning to KKOB-FM. Station general manager Art Schreiber confirmed Tuesday that KKOB and Sisneros have signed a three-year contract. Sisneros will return in his former 5:30 to 9 a.m. slot, joining Bill "The Birdman" Thomas for the "Birdman and The Bean" morning show. "Hey! That's broadcasting," said Schreiber.

"KKOB's argument was with the owners and former management of Q-106 (KNMQ-FM) more than with Phil. I tried to keep him from working there, but we lost the case in court." Sisneros had been at KKOB-FM (formerly KOB) for seven years when his contract expired in July 1988. He then signed a three-year contract to be the new morning show host on KNMQ-FM in Santa Fe. The rival station upped the ante for Sisneros to $60,000 for the first year, with annual raises of $5,000 for each of the remaining two years. KKOB initiated a court challenge, alleging that a non-compete clause in Sisneros' contract prevented him from working at any station within 100 miles of KKOB for one year after the termination of his contract.

A state district court judge ruled that the non-compete was invalid because Sisneros had not been terminated. Rather, his contract expired. Last January, the management of KNMQ-FM announced the station was replacing its contemporary hit rock format with country music, changing its call letters to KOLT- neros and Sisneros' co-host Mike Phillips. "I think this is going to be great," Thomas said. PRIME RIB FM. The station fired Sisneros the same month, exercising a clause that allowed the firing without cause so long as Sisneros was given notice. "Everything is behind us (Sisneros and KKOB) now," Sisneros said Tuesday. "I'm looking forward to getting back to work at a real radio station again. All of us realize what happened in the past was a business thing, and things like that happen in radio.

That's the nature of the beast. It was never a personal thing." Sisneros declined to say how much he would be paid under the terms of his new contract, but said it is comparable with the arrangement he had at KNMQ. Thomas said he also was excited about the new morning show on KKOB-FM.
