In so doing, it heeded the warnings of Chairman Edmund S.

Muskie, D-Maine, and other members of the Budget Committee that the figure was in excess of its share of the projected $367 billion budget figure okayed by Congress May IS. TO MOST observers, this means at least one body of Congress is determined to discipline its spending a bit. IT WASN'T THE first time this happened. Some weeks ago, Muskie rose on the Senate floor to warn that an amendment by Sen. George McGovern, adding some $200 million to a school lunch program threw the budget figures out of kiher.

Muskie had no idea how much support he would have that day; however, it was overwhelming. IT WAS CLOSER Friday. The military lobby has been many friends in Congress, including some of the loudest penny-pinchers on both sides of the aisle. But, by a 48-42 vote, the Senate sent the bill back to conferences with an admonition that hundreds of millions needed to be chopped off, whether the House conferees liked it or not. The two victories were won by shifting coalitions.

ON FRIDAY, Muskie's budget panel members had the support of the overwhelming number of senators who would be classified as "liberal." But it lost a lot of diehard conservatives with close ties to the military, including 4 FREEMAN BOSTONIAN WM. JOYCE WINTHROP H.I.S. MORGAN QUINN form but we didn't. If there is one thing the people of the United States are asking for it is that we put the budget in order and establish a system calculated to curtail deficit spending in good times and to set priorities," he added.
