The Senate decision came a day after a federal appeals court ruled that the Energy Department must take responsibility by 1998 for used nuclear fuel stored at more than 100 reactors, turning attention to an issue that has been smoldering in Congress for some 15 years. In an agreement worked out by Republican and Democratic leaders, a vote to end a filibuster being waged by Nevada's two senators will be taken July 31 instead of today as originally planned. The agreement also limits debate on the bill after the filibuster ends to eight hours, compared to 30 previously, and allows each party to offer only four amendments.
