County Funds School Jobs Center Mission College has received an $850,000 grant from Los Angeles County to continue its One Stop Center, a job-training program for long-term unemployed, displaced and unskilled workers.

The allocation will allow 200 adults to train for jobs in tourism, hospitality, computer technology, security operations, drafting, plumbing, retail merchandising, and child and elder care, said Penny Young, director of the college's Business and Professional Center, which oversees the program. "The county's Private Industry Council provides these dollars so participants receive training and all related services at no cost to them," Young said. Eligible participants include unskilled youth and workers 55 and older, as well as long-term unemployed and displaced workers. Once accepted into the program, Young said, One Stop Center counselors will help students identify potential career paths and help them hone their basic academic skills. The One Stop Center, which opened in November 1995, trained 175 students in the 1996-97 academic year, Young said.

Potential students may attend one of two orientation sessions set for 9 a.m. and 6 p.m. Thursday at the college's Kalisher campus, 1300 San Fernando Road in San Fernando. CALL 760 360 22S3 PP driver with no prior criminal history, received a lesser sentence because he testified against the two other defendants in court. He apparently had met them at a pickup basketball game and had agreed only to steal a car, Levine said. "He was in the wrong place at the wrong time," said Levine, adding that Kamack was a drug addict.

Harrington's murder shook residents in the quiet Brentwood neighborhood and caused many to increase security in the area. Harrington, an executive at Dole Food and his wife drove through their condominium security gate on a Saturday morning after completing several errands when three men in a pickup truck followed their Mercedes-Benz convertible in before the gate closed. Harrington had apparently thought that the vehicle belonged to the gardeners that serviced the complex. But as he and his wife, Cherice Lund, walked away from the car, Harris and Johnson rushed him in an attempt to steal his car while Kamack operated as a lookout inside the truck. Harris allegedly stabbed Harrington, killing him within seconds.

Lund fled the attack unharmed. The three men were unable to start the car and fled, taking several items from the couple, including cash, credit cards and jewelry. The couple had no children but were planning to start a family, Levine said. "This was a tragic, tragic case," said the prosecutor, adding that the attack led Lund to leave Los Angeles. "These were very nice people who were out shopping one Saturday and returned home to be brutally murdered." KIRSCHENBAUM, Michael Alan, 52, died Saturday, June 21, 1997 at his home in Santa Monica, after a long illness.

A Memorial Service was held Mon By TRACY JOHNSON SPECIAL TO THE TIMES The third suspect in a follow-home robbery-murder was sentenced to prison Monday, closing another chapter in the slaying of a well-to-do food company executive in Brentwood. Bennie Lee Kamack was sentenced to 15 years in prison after pleading no contest to charges of killing Craig Harrington, 42, during a botched daytime carjacking attempt in Harrington's garage. Kamack, 43, of Los Angeles, was the driver in the 1995 stabbing death that involved two other suspects. The three men who prosecutors said wanted money to buy drugs followed Harrington and his wife as the couple drove to their Montana Avenue condominium after a shopping trip. The three suspects were tried separately in Santa Monica Superior Court; the cases concluded this month.

Lewis Anthony Harris was convicted of first-degree murder and robbery. He was also convicted on six other counts of robbery, kidnapping and carjacking involving four other victims after a 2V-month trial that concluded June 13. Harris, 36, of Los Angeles, was sentenced to 152 years in prison without the possibility of parole. Dexter Johnson, 37, was convicted of first-degree murder and being an accessory to murder after a one-day trial. Johnson, also of Los Angeles, was sentenced earlier this month to 25 years to life in prison.

"I'm not sure if anyone landed a punch, but if they were able to, you were left standing and punched back.

We'll continue to talk." In addition to Del Junco, the committee also took testimony on two other regent nominees Gerald L. Parsky and Peter G. Preuss. The panel plans to delay a vote on each until later. Del Junco, whose Republican activism stretches back in California to the mid-1960s, when Ronald Reagan was governor, was first appointed in 1985 by Gov.

George Deukmejian to a 12-year term on the board. Wilson reappointed him in March to fill the unexpired three-year term of a regent who resigned. Lockyer, the Legislature's most powerful single member, has predicted that Del Junco will not win confirmation by the Democratic-dominated Senate because of his "excessive" partisanship and his controversial vote in 1995 to eliminate gender and race-based affirmative action enrollment programs. Del Junco, a Cuban American physician, agreed that he holds "strong political ideals," as demonstrated by his participation in the 1961 Bay of Pigs invasion of Cuba. But he denied charges that he played a role in the alleged politicalization of the UC Board of Regents.

Del Junco drew support from Regent Roy Brophy, a contractor from Sacramento, who voted against eliminating affirmative action at UC. He said Del Junco should not be judged solely on his vote to junk affirmative action. SHEPARD. Gene Neptune Society. Del Junco was criticized, however, by other witnesses, including former Regent Ralph Carmona, state Sen. Richard Polanco (D-Los Angeles), current Regent Richard Russell, Kit Costello of the California Nurses and Deborah Davis of the UC Student Assn. Polanco, chairman of the Legislature's Latino Caucus, charged that Del Junco had a poor attendance record at regents' meetings, that he had voted to increase students' fees and had campaigned for Proposition 187, which among other provisions sought to eliminate publicly supported health care for illegal immigrants. "It is incredibly important that you not turn him down for that one vote," Brophy told the committee. He said the regents need Del Junco's expertise as a medical doctor during negotiations to merge the hospitals and medical schools of Stanford University and UC San Francisco.

But Lockyer told Brophy that affirmative action aside, "there are a lot of reasons to reject Del Junco." Del Junco said that even in the face of a recent decline in enrollments at UC by minority students, it is important to keep the university's doors open to all students through intensified "'outreach programs." The Fair Political Practices Commission is one of the named defendants and is responsible for defending it in court Former Secretary of State Tony Miller, one of the initiative's main proponents, said Mehta's suggestion that parts of the measure may be unconstitutional "compromises the legal defense" of the initiative. "He should be outspoken in terms of defending 208, not destroying 208," said Miller, who backed the initiative along with California Common Cause and the League of Women Voters. "I really question whether he has forfeited the right to be FPPC chair." On Monday, Mehta stood by his comments. He said the initiative was poorly written and that the commission is struggling to interpret it. In his speech, Mehta also derided a provision of the 1974 Political Reform Act, which created the Fair Political Practices Commission.

The 1974 law sought to limit the amounts of money that lobbyists spend wining and dining government officials to $10 per month. "We're stuck wih that $10 limit," Mehta said. Mehta, a lawyer, pointed out that courts have struck down some aspects of past reforms and suggested that Proposition 208 faces a similar fate. "What has happened, ironically," Mehta said, "is the very same people that would fight to desecrate the flag of the United States in the name of the 1st Amendment and the right to free speech are also the very same ones who would want to limit your 1st Amendment right to make a political contribution." Mehta attacked what he said were problems in the drafting of Proposition 208 and said the commission is struggling to interpret it. Until the federal courts rule on Proposition 208, the five-member FPPC will continue to interpret its provisions, Mehta said.

"Arnold Schwarzenegger has been called the Terminator," Mehta said in the tape. "I've been called the eviscerator. I've eviscerated every portion of Proposition 208. And I don't think we're doing that necessarily because any one of the commission members dislikes Proposition 208. I think it's because the commission believes that certain portions of the initiative are just poorly Continued from A3 "There may be areas where I may believe absolutely that this provision is absolutely unconstitutional," Mehta said.
