Larry Frerk, director of advertising and public relations for the A.C. Nielsen Co. in Chicago, said ratings period promotions "don't help the industry, even if individual stations think it does." When contests are held during ratings periods, he said, it could skew the numbers in the ratings books. The books measure the size and demographics of a television audience at any given time and are important for advertisers and TV stations to determine what products to best advertise and when, and how much to charge for advertising. Frerk said holding promotions during a ratings period "is certainly unethical" and is a source of concern not only to advertisers but to the Federal Trade Commission, the Federal Communications Commission and the National Association of Broadcasters.

Nan Myers, public relations representative of Arbitron in New York, said "Promotions during a ratings sweep is not a common practice and we discourage it. We do everything humanly possible to make sure our surveys are valid and we don't want anything that would encourage a diary keeper to write down more than his actual viewing, or viewing that is not real." However, she said, if all stations in a market are simultaneously conducting contests, "It may or may not skew a survey and the results may be negligible. We leave it up to the reader of the reports to determine if the survey is skewed or not." a contest in which it flashed a word on the air and then dialed a randomly chosen telephone number belonging to a viewer in its audience. The viewer then had seven minutes to answer and repeat the code word in order to win a prize. KGGM, the CBS affiliate, monitored both rival stations' contests and rebroadcast the identification number and code word, making it possible for a Channel 13 viewer to win prizes from KOB and KOAT without having to watch either of those stations.

A state District Court judge later denied KOB's request for a permanent injunction that would have prevented KGGM from continuing the practice. "This is the best way to shake the viewing patterns loose a little bit. If the viewers like what they see, they'll stay," Herman said. "Ratings period contests are becoming a standard for TV, as it is in radio. I don't think it is unethical.

If you want a measurement of success, it's the only time you could do it because it's the only measurement you have. I am not going to spend additional dollars to independently measure if a promotion is working, as long as I have a ratings period four times a year that I'm already paying for." Max Sklower, general manager at KOAT-TV, said rival KOB's contest "is solely a desperation measure on their part to switch the audience through cash and prizes instead of superior programming. The practice is not becoming more common and it gives the market a bad name. National advertisers must think we're a bunch of squirrels down here on a treadmill." Sklower said he is not opposed to TV station promotions, but, "It doesn't do justice to have them during a rating period. It is frowned upon." Nevertheless, he said, "We decided there was no sense in giving our viewers the impression that we're offering them any less inducement to watch than anybody else.

But I still don't like the idea. It skews the ratings numbers and does a disservice to the advertising agencies and the people who pay the ratings services." KOB and KOAT will conduct their contests exactly as they did during the May ratings sweeps. Channel 4's contest will be aired today during half-hour programs at 4:30 and 5 p.m., and again during the 6 and 10 p.m. newscasts. Channel 7's contest, which will begin Wednesday, will air once during each of the three half-hour time slots before, during and after the 6 p.m.

newscast, and again during the 10 p.m. newscast. Channel 13's contest, starting Wednesday, will be similar to Channel 7's. During its 5, 6 and 10 p.m. newscasts, a code word will be flashed on the air.

A random computer-selected telephone number will then be dialed and if the person who answers knows the code word, he will win $13,000. "I hate like heck to do this," said station general manager Paul Thorne. "We got great press out of our approach to the last ratings period contest, but it obviously didn't work because the promotions are back again. The television news ratings war is erupting Once again. The three local network affiliate stations have all announced cash and prize give-away promotions timed for the November ratings sweeps conducted by the Arbitron and A.C.

Nielsen companies. Dave Herman, station manager at KOB-TV, Channel 4, said Monday the NBC affiliate's promotion is occurring simultaneously with the November ratings sweeps because, he said, it is the best way to measure if KOB is drawing viewers away from the other stations. Further, he said, the practice of conducting promotions during a ratings period is becoming more common. Arbitron and Nielsen officials said the practice is not common, and is, in fact, discouraged and undesirable. Meanwhile, representatives of KOAT-TV, Channel 7, and KGGM-TV, Channel 13, say KOB is, for the second ratings period in a row, backing them into a corner, forcing them to hold their own contests against their wishes.

During the May ratings period, Channel 4 held a contest in which it mailed booklets to all viewers in its market, each with an individual identification number. Several times during the day, the station would flash a randomly chosen number on the air, and the holder of the number had 10 minutes to call in and claim a prize. South has now scored nine tricks, and the trump king remains in dummy to bring the total to 10. But the opera company received a standing ovation Saturday night after finishing Act 3 of Richard Wagner's Parsifal in two languages, said spokesman Danny Newman. "The audience had a very special treat in the sense of a very unusual event and they loved it," Newman said. The opera company was forced to scramble when its principal bass singer, Hans Sotin, grew too sick from severe laryngitis to finish in his role as Gurnemanz, Newman said. Sotin called it quits after Act 1. Since the character doesn't appear in Act 2, the opera company had time to scare up a replacement.
