(AP) A Virginia trucking firm, which filed suit against the state claiming it had refused to honor a contract, Thursday submitted a second apparent low bid on the same contract Russell Transfer Inc. of Roanoke, said in a federal suit filed Wednesday it had submitted the low bid May 31 on a one-year contract to haul liquor to state stores. Thursday the firm bid 18.9 cents per case of liquor and Tower Lines of Wheeling, the only other bidder in the May bidding session, bid 20,4 cents per case. 'The submission of this bid shall in no manner be construed as a waiver of Russell Transfer's bid of May 31," a letter attached to Russell's bid said.
