By TONY PERRY TIMES STAFF WRITER SAN DIEGO-A federal judge Wednesday rejected a motion by an attorney and former judge being investigated for bribery and tax evasion to remove the U.S. attorney's office from the case because of a conflict of interest. U.S. Judge Edward Rafeedie of Los Angeles rejected a motion by attorneys for Patrick Frega and former Judge Michael Greer to remove the office of U.S. Atty.

Alan Bersin from the case because the office employs a lawyer who once represented Frega and Greer when the same corruption issues were investigated by state authorities. JACOBSON, Charles W. 78, a lifetime professional YMCA Director who worked with the Mead Housing and Weingart Foundations following his retirement, died Monday, March 4, 1996 in La Jolla of cancer. Jacobson served as President and Chief Executive Officer of the YMCA of Metropolitan Los Angeles from 1966 to 1978. He had previously been in charge of the Los Angeles YMCA's financial development. In the early 1960s he designed Y-Buidmgs for Youth, at $13 million then the largest YMCA capital development program in the world.

It was a facility fund-raising effort that would construct or rehabilitate some 20 branches and camps. It was accomplished concurrently with the Y's ongoing annual support campaign that attained $1 million or more for current operations. As Mr. Jacobson was preparing to be graduated from San Diego High School in 1935 he was torn by career choices. On one hand was Uie opportunity to continue with classical violin.

On the other hand was the Young Men's Christian Association and the opportunity to work with young people to inspire future generations to build facilities that would meet the needs of people. He chose the YMCA. Following graduation from George Williams College in 1940 with a B.S. in Group Work Education, he was named Youth Program Director at the Southwest Branch of the Los Angeles YMCA. About a later, he was named Executive trector of the newly -organized Downey Branch, however, he was called into the military.

Following Officer's Candidate School, Mr. Jacobson was commissioned as a Second Lieutenant. He spent the war years in personnel work, discharged in 1945 as an Air Force Captain. He enrolled in Stanford University School of Business in 1946, attended a year, and then re-joined the Los Angeles YMCA --this time on the Metropolitan staff as Assistant General Director for public relations and campaigns. In 1948, the Los Angeles separated from the Community Chest and it was up to Mr.

Jacobson to conceive and implement an annual city-wide fund-raising drive that would bring in the dollars necessary for the Los Angeles Association to grow and prosper during the years of enormous growth ahead. In April, 1962 Mr. Jacobson temporarily left the YMCA. He was hired oy the Southern California Symphony Association as Director of fund-raising during the time of development for the Los Angeles Music Center. He re-joined the YMCA in 1963 as Associate General Director and Chief Development Officer.

He was named President and CEO three years later. Confronted by an indebtedness of some $3.5 million, mostly due to the massive building program, he firovided top level leadership to he successful 'Getting Ready for Tomorrow' campaign which eliminated that debt, the largest amount ever raised for debt liquidation by any YMCA in the world. After retiring from the YMCA, Mr. Jacobson worked with two non-profit organizations --a low cost inner city housing developer and the Weingart Foundation. He subsequently was elected President of the Los Angeles-based Weingart Foundation, overseeing the granting of some $22.5 million in gifts annually.

He is survived by three children, Gary Jacobson, Wendy Reilly and Lynne Rosenthal; three grandchildren; six great-grandchildren. Ruth, his wife of 53 years, died in 1995. Services were private. Richard Polanco of Los Angeles and Hilda Solis of El Monte joined Soto and other priests at the news conference. Each welcomed the Catholic group's activism and its goals of reaching out to help Catholics and non-Catholics alike. "The compassion of the church is universal," Polanco said. 1997 and $5.75 in 1998. Soto said the new activism will be reflected in messages preached from the pulpit during Catholic Masses.

The group's activities have the approval of church leaders, from diocese bishops, archbishops and Cardinal Roger M. Mahony of Los Angeles. The church, Soto said, "has a moral obligation to participate and shape institutions." In its more active role, the church group will "stand on no partisan platform only the platform of the Gospel," Soto said. Church affiliates are prohibited by state law from endorsing candidates, but they can take positions on ballot initiatives. But the Orange County cleric had no hesitation in criticizing the governor.

"I continue to be amazed," Soto said, "how this governor takes advantage and exploits the Latino community. Bissell had been confined to a wheelchair for the past few years. A chameleon-type actor who could play heavies or heroes in any film genre, Bissell was popular with sci-fi cult audiences for his key roles in "I Was a Teenage Frankenstein," "Creature From the Black Lagoon" and "Invasion of the Body Snatchers." His efforts earned him the Life Career Award from the Academy of Science Fiction, Fantasy and Horror Films in 1994.
