1st EDITION C.E. Morris, bank founder, dies at 71 Clifton E. Morris, co-founder of Peoples Bank Trust Co. and Gov. Sherman W.

Tribbitt's first secretary of highways and transportation, died yesterday in Delaware Division after a long illness. Mr. Morris, who lived at 818 Stein Hwy, in Seaford, was 71 on April 1. He was born in Ridgely, about 4 miles from moved Tribbitt's birthplace and to Delaware 40 years later. It was the founding of Peoples Bank late in 1951 with Sven I.

Lindell, who became the bank's first president, that marked the beginning of Mr. Morris' rapid rise to prominence. His list of credits is long. Mr. Morris became president of Peoples Bank in 1967 and chairman of the board in 1970.

He was a former member of the state Constitutional Revision Commission, the National Advisory Council of the Small Business Administration and the state Bank Advisory Board. He was a past president of the Masonic Club of Delaware and the Delaware Society, Sons of the American Revolution, Former Gov. Elbert N. Carvel appointed Mr. Morris chairman of the Delaware Racing Commission in 1964, a post to which he was reappointed by Govs.

Charles L. Terry Jr. and Russell W. Peterson. He was a member of the commission at his death, although the chairmanship passed last year to R.

M. Carpenter Jr. The year Mr. Morris spent as state transportation secretary he resigned on Feb. 1, 1974, citing ill health as the reason was filled with controversy.

When Mr. Morris was appointed, he conceded his knowledge of transportation had been gained mainly while behind the wheel of his car, but Tribbitt justified the appointment by saying the department had the transportation experitise and needed a finance man and administrator. Caught in a personnel dispute and accused of lacking control over his department, Mr. Morris spent many long hours being grilled by General Assembly members during hearings on the department. Mr.

Morris graduated from Towson State Teachers College in 1925 and taught high school while attending George Washington University law school. He graduated from the law school at the University of Baltimore in 1930, a year before former Gov. Carvel finished there. Mr. Morris took a job with a bonding company investigating misappropriation of funds from banks, and after doing a job at the Geneva, N.Y., Trust Co.

Mrs. Ballengee, also 39, was found on the kitchen floor of the couple's trailer at 199 Hyde Park St. in a pool of blood. She had been shot with a .357 magnum pistol in the left chest. Ballengee could be sentenced to as much as 60 years i in prison up to 30 years for manslaughter and 30 years for possession of a deadly weapon during commission of the felony.

Bifferato yesterday that the state had agreed to accept Ballengee's plea to the lesser charge of manslaughter because there was a possibility of a successful defense based on extreme emotional distress, which would under law reduce 1st-degree murder to manslaughter. Denney also said the state would have problems getting all of its witnesses to testify. One of the state's witnesses was the Ballengee's young daughter, who was nearby at the time of the shooting and who suffered considerable psychological trauma because of the incident. Bifferato set bail for Ballengee at $20,000 on each charge and ordered a presentence investigation.
