Advocates of the 1st Amendment disagree with the ban, which they say prohibits the free flow of information and ultimately will remove the prison system from public scrutiny. A. "Del" Weber, who recently served as president of the powerful California Teachers has died at the age of65. Weber died unexpectedly of un- known causes Wednesday at his home in Huntington Beach. During his tenure as head of the state teachers union from 1991 1 until last June, Weber led the "group's successful opposition to 'Proposition 174, the controversial school voucher initiative that was 'trounced at the polls in 1993. Weber devoted his life to young I people and their welfare.

Weber was elected to the CTA board of directors in 1972 and became vice president in 1986. He was unopposed for president in 1991 and in 1993.

He was unusual as a teachers union leader in that he was a Republican who was against taxes and bilingual education. Never afraid of irking colleagues in politics or education, Weber led a splinter group of prominent Orange County Republicans who supported Democrat Bill Clinton for president in 1992. Off-duty, Weber composed classical music for the piano, dabbled at writing spy novels and developed computer programs. He also operated a church out of his garage that was known as the Brotherhood of Peace and Tranquillity. In addition to his 11 children, Weber is survived by his mother, Dorothy, of his native Rapid City, S.D., 10 brothers and sisters, and 13 grandchildren.

Noting that he was a product of the "Hispanic mecca" of East Los Angeles, he said: "I saw the religiosity of these people and felt some-! thing had to be done for them. They remained poor and uneducated, and I questioned whether the church could be doing even more to help them. And when I questioned that, one of my uncles said, 'What are you going to do about Before joining the seminary, Barnes spent a year as a student teacher at Garfield and Wilson high schools in Los Angeles, but he soured on the experience.

"I was frustrated because before I could teach civics I first had to teach a lot of these students how to read," he said. He entered the seminary instead, was ordained in San Antonio and was given two different parish priest assignments before taking of the archdiocese's religious education programs. Later, he was named director of clergy development for the Archdiocese of San Antonio and appointed rector of Assumption Seminary in that city. In 1992, he was named auxiliary bishop of San Bernardinoa move that, he said, has allowed him to spend most of his free time with his extended family in Los Angeles after years of absence. Professor John Conrad Bushman, 81, author and former professor of English at Cal 4 Stale L.A. A native of Chicago, Bushman was educated at the University Michigan and the University of Illinois, where he began his teaching 1 career. He then taught English at St. Louis University for seven years and in 1953 moved to the fledgling Cal State L.A. He taught English and American studies there and did extensive research on the fiction of writer Stephen Crane and on American popular culture.

Bushman wrote four books that were widely used in universities. He retired in 1976. On Monday in Los Angeles. Frederic Coonradt; USC Journalism Professor Frederic Coonradt, 82, USC journalism professor who introduced columnist Jack Smith to Baja California. A native of Oregon, Coonradt earned his degrees at Stanford and then moved to Los Angeles, where he Taught at USC for most of his career.

Coonradt and his late wife, veteran plTTvestigative reporter Sara Boynoff, were neighbors of the Smiths on Mt. Jaehington for many years, and frequently were mentioned in Smith's coTCmns. Often referred to as "Dalton," Coonradt earned column credits for identifying strange birds in their secluded neighborhood.
