A PETITION TO CONGRESS FOR THE RELIEF or COL. EDwiy petition is in circul1tiun for signatures in the oil regione, petitioning Congress the passage of an act making an uppropriation for the benefit of Edwin L.

Drake the language of the paper the reasons which prompt the petioners to ask this testimonial at the bonds of Congress are, that it is through his genius, enterprise, perseverance and cost of capital and labor to his own injury, the country at large now enjoys to such vast extent the benefts of this important source of our national wealth and comfort, aud the Government its large income of millions of annual revenue. In 1858 Mr Drake was the fist, unaided and alone, to test the experiment of mining for petroleum in the wild regions of His labors, after a long struggle against discouraging obstacles, resulted in the success of the experiment, a and left him ruined in means and broken down In health, and these mislortunes continting to thus time, have debarred him from the realia mon to himself of the fruits of his discoveries and liborIn view, then, of these well-known facts, the petitioners esteem it duty, which, it is bellered, the country will recognize na emmently proper and just, that, as the pioncoi of 90 important an interest which has made him a publio benefactor, enriching thousands, but not himself, Mi. Drake should be rewarded by his Government, 1u behalf of the people, in some substantial te-timonial for his genius and set vices and sacrifices. sucriticing struggles of Col. Drake in his mining operations which have benefited all the world but their author, showering gold in fabulous measure upon thousands in this land, and filling the coflers of the Government at a time when it was depleted by the drain of war. Taking the place of cotton as our chief export during the period of the rebellion, it contributed largely to maintain the National credit. Nor are the most credible testimonies wanting of the personal misfortunes of this pioneer in oil developments, broken in health, with a dependent family and unable to tight louger the butle of lite--a few years since curiching world by the genius of his conceptions nud the energy of his character, and now smitten and sinking with the twofold sorrow of poverty and ill health. It is the old story, ne old as lime.

The benetactors of the car th, secking alms from the charitable and from those who have entered into the enjoyment of their labors. The file is "not without precedent." In 1846, Congress made a magniticent appropriation to the heirs of Robert Fulton for the great benclits Among other considerations which he hid con- of ferred upon Oui conntry in the application of steam to navigation. And what is speed compared with light? Is our Government less paternal, Just, and benefirent to her sons now than she was a quuter of a century ago? Let the American Congress hasten to honor Itself by recognizing and rewarding the service rendered to science, to commerce and to civilization for the immortal Drake, tho first successful miner for petroleum on the American conti nent. Titusville, Mwy 14th, 1800 -tf MERCHANTS' HOTEL TO LET. Reduction of Coat of Transportation of Pc. troleum. Extract from the Railway Act of Pennsylvania, February 19, 1849, section 18: "Upon the completion of any 1nilway authorized as aforesaid, the same shall be esteemed a public highway tor the conveyance of paseengers and the transportatton of freight, subject to such rules and regu latione, in relation to the same, ns to the sizeand construction of wheels, cars and carriages, and other matters and things connected with the 1150 of sand railroad, as the President and Duectors may prescribe and direct: provided thnt enid company shall have exclusive control of the tire power, and that the suid sales of toll a and motive power charges, when the cars used for such conveyance or transportation shall be owned or furnished by others, shall not ereced three cents per tulle for each ton of two thousaad pounds of freight, and two conte per mile for each freight car, every four wheels to be computed a car." Now it appears to, the writer of thia that the most profitable business a man can enter into at the present would be to furnish cars from Miller to a tink car carrying ten tone or cighty barrels of oil at legal rates, viz: Three cents per ton per mile, and four cents for eight wheels, making thirty-four cents per for six miles, would amount to $204, whilst the transportation of eighty brrrels, the Railway Company have for yours awarded and been paid twenty cents per barrel, or $16. Here is a HAVing of $14 per car load, to those soho own or furnish their own cars.

I am well aware that an individual owning a few care would probably to embarrassed in finding motive power when he needed it; but an organizuion of well owners might surely in view of such economical results own their own cars, omploy a shipping superintendent to lond and deliver them to the company owning aud controllug the motive power, aud if recessury enforce the transmission of their own freight. I will leave this idea for the present to permeate the minds of the well owners. I have instanced the distance between Miller and Titusville ns an example; necessarily the same law is applicable to every line in Pennsylvania It may be inferred the Oil Creek Railway Company would encourage such an ganization, judging from the 'establishment of Duane's Tank Car Company, Kasson's Oil Creek Company, Empire Line, Venango Transportation Company; thou why not Well Owner's Freight Car Company? Where there is a will, there in a way, and as soon as the Union Line is built, the a cara may then, if not freely accommodated by the Oil Creek line, And a welcome on the competing rails. There in a remedy, it appears, (if we bave the resolution to apply it,) for the present excessive ratca of transportation. A well owner is in the same predica.

ment as the railroad stock owner; whatever the gross returns obtained for his capital, the net re. ault is trivial, owing to the intermediate, inordi nate and cacossive deductions made from those gross returns before they reich the stockholder or the well owner's pocket.
