By JACK IRELAND SUlf writer DOVER When Joe Purzycki was named head football coach at Delaware State College in January, he promised to bring a local statewide identity to the program in his first season.

Purzycki, a former Delaware assistant, kept his vow yesterday with the announcement that four of his five full-time assistant coaches hired are Delaware natives and former state scholastic standouts. The fifth coach is a DelState graduate. Purzycki announced his staff will consist of offensive coordinator Herky Billings, Jeff Cannon, Bill Collick, Gregory McLaurin and Walter Tullis. All but Tullis, a former Delaware State standout, are Delaware natives who played high school or college football in the state. All the coaches except for Tullis, who coaches the DelState women's track team, will be on hand when the Hornets open spring football practice March 30.

"I am just thrilled with the people we were able to get on the staff," said Purzycki, who will not retain anyone from the staff of former coach Charles Henderson, who resigned following last fall's 2-9 season. "When I took this job I set out to get the entire state involved. Our staff has representation from one end of the state to the other. Then with Walter Tullis we have a man who is well received and respected in the Delaware State community. I think we have touched all bases and I feel good about our staff." Purzycki announced that Billings, son of Middletown High coach Bill Billings, will be the offensive coordinator.

Cannon, a standout defensive tackle and former captain at Delaware, will handle the offensive line. Collick, the wrestling coach and assistant football coach at Cape Leaping Frog top weight in Carolina Cup Associated Press CAMDEN, S.C. Leaping Frog, the Chadds Ford Stables' jumper, has drawn the top weight of 153 pounds in Saturday's $12,500, 2Vs-mile Carolina Cup. "A lot of guys go through life and never get an opportunity like this. I'm delighted to be working with such an exciting group of guys. It's a good chance for me to learn a lot of football and contribute at the same time.

I'm definitely excited to be working for Joe and with a little luck I think we can turn things around." Billings, like Purzycki, is a former Delaware player and was a Blue Hen assistant coach last season. Cannon has six years of college coaching experience and worked at Swarthmore College last year. Purzycki said that McLaurin, the least known of the group, came highly recommended by head coach Bill Yeagle and assistant Mike McGlinchey at Salisbury State. Purzycki indicated he hopes to add Donald Robinson, a former Del-State player and Cape Henlopen graduate, as a part-time assistant, coach. The announcement of the new staff means former assistants Jackie Robinson, Roy Knight, Earl Goodman, Byarie Jones and Scottie Elliott will no longer have anything to do with the football program.
