John Wayne and Natalie Wood star, (10:20 p.m.: WTBS) OK, just try to tell fans of the Cleveland Browns that they're not top Dawgs when it comes to cheering on their team. But there is an area where the hated Denver Broncos enjoy an advantage television. In the Mile High City, it seems that even the water boy has his own weekly television show.

So Dawg TV hasn't quite caught up to Bronco Broadcasting. Yes, WJW (Channel 8) has its Browns Edition of SportsCenter 8. Going into this football season, however, that was the only weekly program devoted to the Browns (and portions of each installment also look at college and high school football). Realizing that the field was open, Cleveland Fox Broadcasting 'affiliate WOIO (Channel 19) called for a blitz when the Browns organization expressed interest in producing a series for Browns fans of all ages. During its four-year history, Channel 19 has pursued sports programming as a key to building station recognition and viewer loyalty.

The acquisition of Cleveland Cavaliers basketball games helped. An association with the" Browns, though, was a chance Channel 19 couldn't risk fumbling, With the 10th frowns Insider report scheduled to air in its usual time slot at 8 tonight, Channel 19 is cautiously optimistic. "So far, so good," said Richard Sullivan, the station's program director. "It's doing OK in a tough time period against the three networks' prime-time shows. It seems to be growing.

"We're still early in the evaluation the pattern that's emerging is Cleveland victories mean higher ratings. We expect the Browns to go on so the show will continue growing." Browns Insider has been averaging 3 to 4 percent of the area's TV homes. From the first episode, host Jim Mueller has stressed that Browns Insider would distinguish itself by offering more than the usual game highlights. "Sure, we have a recap of the previous game each week," Mueller said. "But the focus isn't on this trade and that injury.

We're going for more of an inside feel. The footage we show is taken by the Browns, so we can take you into the huddle and along the sidelines." Each Browns Insider includes the Ask Bud segment (viewers' questions to head coach Bud Carson), Clinic Time (fundamentals from catching the football to setting up the hold for a kicker) and an at-home interview with a Browns player. "Maybe their wives and children are sitting next to them, so you see them from a very personal perspective. This is not just for the football freak.

There's something for mom and dad and the kids." The Browns and Channel 19 wanted a host associated with the Cleveland area. Mueller, former sports anchor at Channel 8 and WKYC (Channel 3), fit the bill. "I think viewers in this area like familiar faces, and I'm sure my identification with the Browns helped," Mueller said. "I enjoyed being an anchor, but that phase of my life is over. It was time to move on to other challenges, and this is a lot of fun." The advantages of being a host for a series produced by the Browns include access to team film and facilities.

Yet don't expect hard-hitting stories. If home-rooting seems to surface in Browns Insider, remember that it's made by the Browns for Browns fans. And Mueller doesn't apologize for that. "This is not a news show," he said. "Other shows can do that.

There's certainly room for a lot of different philosophies." After Hours: Spas in France. chor: Ted ver Dollar ('65). Koppel. The last time ABC canceled a series with such high Nielsen numbers was in 1985, when Patty Duke's Hail to the Chief comedy series was dumped.
